We are seeking an enthusiastic Technical Officer to support the delivery of the Council’s Energy Optimisation Programme and Property Asset Management objectives. This role is ideal for someone with strong energy analytical skills who is passionate about improving building performance and supporting the transition to lower carbon operations.

About the Role

You will work within the Asset Management Performance & Compliance Team to identify opportunities for reducing energy use and carbon emissions across the Council estate. Your work will focus on analysing operational energy data, carrying out assessments, and contributing to the development of effective improvement measures. You will also support the preparation of clear technical reports, collaborate with colleagues and stakeholders across the Council family, and assist in developing business cases and policy proposals relating to energy optimisation and heat decarbonisation.

Key Responsibilities

  • Analyse operational energy consumption to identify inefficiencies and optimisation opportunities.
  • Support delivery of the Property Asset Management Plan and Energy Optimisation Programme.
  • Prepare technical reports, briefings and performance updates.
  • Contribute to business case development for energy efficiency, optimisation and heat decarbonisation projects.
  • Work collaboratively with internal teams, external partners and technical specialists.
  • Stay informed of emerging technologies, industry standards and regulatory requirements.

About You

You will bring:

  • A relevant degree in engineering, physical sciences, building services, environmental/energy discipline, or equivalent experience.
  • Experience with energy modelling tools (e.g., IESVE, iSCAN) or BEMS/HVAC systems.
  • Strong analytical skills, including the ability to interpret and present complex data.
  • Experience or knowledge of building energy performance, optimisation, or carbon reduction.
  • Clear written and verbal communication skills, with the ability to prepare high quality technical outputs.
  • Good organisational skills and the ability to manage multiple tasks.
  • Proficiency in IT tools, including Excel and other data analysis packages.

Desirable

  • Knowledge of low carbon design, renewables, or building optimisation techniques.
  • Experience supporting public-sector or large estate energy projects.
  • Membership of, or working towards, a professional body (e.g., CIBSE, IEMA, SocEnv).
