I am hiring for a Senior Commercial Manager / Commercial Lead.
Location: Leeds (Quarry House) / Manchester – Hybrid (60% onsite)
Key Responsibilities:
- Lead end-to-end procurement and commercial lifecycle activities across large public sector programmes
- Develop and manage HMT Green Book business cases and commercial strategies
- Operate within high-assurance governance environments ensuring compliance and value for money
- Influence and challenge senior stakeholders across complex organisational structures
- Manage commercial risks, supplier negotiations, and framework-based procurements
- Support strategic programme and portfolio-level commercial decision-making
Required Experience:
- Strong experience with HMT Green Book business cases
- Exposure to Public Accounts (PA) 2023 and CCS Frameworks
- Experience within large-scale public sector or government programmes
- Procurement governance, commercial assurance, and stakeholder management expertise
- Experience with strategic sourcing, contract management, and commercial negotiations
- MCIPS and Atamis experience preferred
