Gibbs Consulting is growing its security practice and is seeking an experienced Security Delivery Lead to support a major secure-estates programme.

This role will lead the delivery and assurance of physical and electronic security requirements throughout the design, construction, accreditation and transition of secure operational sites.

JOB OVERVIEW

The Security Delivery Lead will oversee physical security and Electronic Security Systems (ESS) matters relating to the design and construction of a major secure-estates programme.

Acting as a senior security adviser and day-to-day decision-maker on behalf of the Security Workstream Lead, the successful consultant will ensure security requirements are incorporated into operational processes, construction activities and technical designs.

This is a hands-on delivery and assurance position requiring close collaboration with programme leadership, project teams, construction partners, technical security authorities and specialist security stakeholders.

Subject to capacity and organisational priorities, the consultant may also support other similar secure-estates programmes.

RESPONSIBILITIES

  • Lead the delivery of physical security and ESS requirements across the programme.
  • Ensure physical, personnel, ICT and electronic security considerations are incorporated into operating models and technical designs.
  • Act as a day-to-day security decision-maker on behalf of the Security Workstream Lead.
  • Advise senior programme leadership on physical, personnel, information and electronic security matters.
  • Facilitate and drive security decisions through design and governance working groups.
  • Maintain a close working relationship with the Security Workstream Lead.
  • Provide security input throughout the RIBA design and stage-gate process.
  • Review construction plans, operational processes and technical designs against security accreditation requirements.
  • Coordinate specialist technical security inspections, sweep bookings and formal accreditation activities.
  • Manage relationships with relevant government technical security authorities.
  • Perform a security-focused clerk of works function across construction sites.
  • Inspect and quality-assure building works to identify potential security issues or non-compliance at an early stage.
  • Act as the principal security point of contact for project and delivery teams.
  • Support the preparation and delivery of security inductions associated with staff relocations.
  • Work closely with onsite security teams and contribute to operational process improvements.
  • Provide security advice for enabling, transition, decant and decommissioning activities.
  • Lead or coordinate investigations into security incidents where required.
  • Advise access-management teams and third-party suppliers on security policies, audits and procedures.
  • Plan and coordinate security arrangements for sensitive or high-profile site visits.
  • Review and contribute to security-related communications.
  • Support the development of physical, personnel, information and IT security policies and procedures.
  • Produce complex reports, recommendations and governance documentation for senior stakeholders.
  • Support other secure-estates programmes where required by organisational priorities.

REQUIREMENTS

  • Current and active DV STRAP clearance. Candidates without this level of clearance cannot be considered.
  • Significant experience delivering security programmes within highly secure or classified environments.
  • Extensive knowledge of physical security and Electronic Security Systems standards.
  • Working knowledge of technical security accreditation standards and processes.
  • Experience working with UK government technical security authorities.
  • Experience coordinating specialist technical security inspections and sweeps.
  • Experience performing security-focused clerk of works responsibilities within a construction or secure-estates environment.
  • Experience assuring construction work against security and accreditation requirements.
  • Ability to review and challenge physical construction, operational process and technology designs.
  • Strong understanding of security planning principles and methodologies.
  • Knowledge of RIBA stages, design reviews and construction stage gates.
  • Understanding of programme governance and project management principles.
  • Strong written reporting, communication and presentation skills.
  • Ability to advise senior leadership and drive decisions across multiple stakeholders.
  • Availability to work onsite five days per week across London and the South East of England.

  • Experience supporting secure-estates, relocation or workplace transformation programmes.
  • Experience overseeing secure decants and formal decommissioning activities.
  • Knowledge of personnel security, information handling and ICT security requirements.
