Overview: The Head of Delivery is accountable for the execution of all capital delivery works across the Bristol Heat Network (BHN) portfolio of projects, ensuring that new infrastructure is delivered safely, efficiently, and in line with project governance, asset standards, and operational requirements. The role oversees the full lifecycle of BHN's construction programme β from pre-construction planning through to practical completion and operational handover. This includes managing a team of Area Project Managers and functional leads, coordinating multiple workstreams, and ensuring that interfaces with design, operations, commercial, and asset management are actively managed throughout.

Knowledge and Skills
- Extensive experience in delivering infrastructure or utility capital projects
- Strong working knowledge of CDM Regulations, NEC/JCT contract forms, and Principal Designer / Principal Contractor duties.
- Proven experience leading multi-disciplinary delivery teams across concurrent project sites.
- Skilled in project governance, programme control, cost management, and contract administration.
- Experience with district heating, low-temperature heat networks, or energy centre construction.
- Familiarity with Quality Management, Document Control and Project Scheduling.
- Understanding of pressure systems, electrical integration, or mechanical commissioning (pre-heating networks, pipework flushing, etc).
- Structured and delivery-focused, with the ability to lead teams through complex, high-stakes projects.
- Strong leadership presence β capable of directing internal teams and holding contractors to account.
- Attention to governance, documentation, and traceability.
- Calm under pressure and decisive in escalating risk or change.
- Focused on whole-life outcomes β not just project completion.
Qualifications and Experience
- Minimum Qualifications
- Degree (or equivalent) in Construction, Engineering, or Project Management.
- SMSTS qualification and current CDM training (or willingness to attain within 6 months).
- IOSH Managing Safely or NEBOSH Construction Certificate (or willingness to attain within 6 months).
- Desirable Qualifications
- Chartered status with ICE, CIOB, APM, or similar.
- PRINCE2, APM PMQ, or NEC Contract Manager accreditation.
- Temporary Works Coordinator, First Aid, or other relevant delivery qualifications.
Experience
- Significant leadership of capital delivery teams, contractor oversight, and client-side programme control.
- Evidence of managing multi-site infrastructure programmes, stakeholder relationships, and governance reporting.
- Direct responsibility for construction safety, quality control, cost performance, and site readiness.
