The Office of Institutional Effectiveness/ Enterprise Data Management and Analytics (EDMA) is responsible for the collection, development, and maintenance of data resources to provide the foundation for all data analysis and reporting needs and supports the strategic planning and policy-making processes at Georgia State University. EDMA facilitates the flow of accurate, timely information and all levels of management in obtaining information and interpreting results.

The Programmer Analyst Manager is a direct contributor responsible for managing enterprise-wide reporting from our student information system and data warehouse. Reporting to the Director of EDMA, this role involves daily collaboration to develop, automate, and create innovative reporting solutions that provide stakeholders with timely and well-informed insights. This includes developing operational reports and analytics dashboards that offer prescriptive and predictive insights.

The role demands strategic thinking and exceptional technical problem-solving abilities, thriving in both fast-paced and methodical, complex environments. The successful candidate will manage the daily supervision of a team of highly skilled developers, leveraging their business acumen to foster innovation and retain talent within the team.

HERE IS WHAT YOU WILL DO

  • Analytics Dashboard and Operational Reporting: Design, develop, and maintain advanced analytics dashboards that provide impactful insights into predictive and prescriptive analytics; manage operational reporting and data analysis from our student information system.
  • Visualization: Create insightful visualizations to help stakeholders plan and evaluate admissions, enrollment, student outcomes, academic programs, accreditation, and other KPIs within the Office of Institutional Effectiveness.
  • Technical Skills/Problem Solving/Validating Deliverables: Demonstrate proficiency in data tools and platforms such as SQL, Python, R, Power BI, and Excel. Develop solutions that align tactical solutions with strategic goals; tackle complex problems and develop innovative solutions using data analysis and coding techniques. Provide technical expertise to the programming team and end users. Investigate and solve complex technical problems and data discrepancies. Strong attention to detail and the ability to test, validate, create, and execute test plans to ensure the accuracy of deliverables.
  • Collaborative Analysis/Strategic Thinking: Work closely with cross-functional teams, including internal and external functional areas, to gather requirements and deliver data solutions that meet business needs. Provide actionable insights to support business goals.
  • Communication: Clearly communicate complex data findings to non-technical stakeholders through reports, documentation, oral and written correspondence.
  • Customer Service Centric: Adapt and respond quickly to changing business needs and priorities.
  • Project Management: Plan, execute, test, migrate, archive project artifacts, and oversee projects to ensure they are accurate, completed on time and meet quality standards. Communicate with managers, executive leadership, and stakeholders, addressing potential risks or challenges.
  • Security: Maintain and ensure the security of restricted reports.
  • Supervision: Supervise the programming team and manage day-to-day workflow; ensure self and team follow time and attendance policy, including required cybersecurity training.
  • Liaison: Serve as a liaison between business users and the BI development team.

Qualifications:

  • Minimum Hiring Qualifications: Bachelor's Degree and four years of related experience; or a combination of education and related experience.
  • Preferred Hiring Qualifications: Bachelor's Degree in a related field, such as Computer Information Systems, Management Information Systems, Computer Science, Business Analytics or another technical subject. Work experience in higher education or the U.S. education system, particularly in the Office of Institutional Effectiveness, is highly desirable. Five years of professional experience, including supervisory, management, and leadership experience. In-depth knowledge of database and data warehouse structures, as well as business intelligence tools and system implementation, is required. Demonstrated experience with data visualization platforms such as Power BI, Tableau, data analysis, and data modeling. Advanced SQL skills; Toad. Strong understanding and experience in the software development life cycle. Proven problem-solving and analytical thinking abilities, with the capacity to approach problems logically and systematically. Excellent interpersonal and communication skills, both written and verbal, with the ability to work effectively with a wide range of constituencies in a diverse community. Excellent organizational and time management skills. Ability to develop strong partnerships across teams. Curiosity and a desire for self and team improvement; manage future state but receptive to future state, as well as participating in the steps to get there. Project Management experience or PMP certification; experience with both agile and traditional waterfall methods of project management. Experience with advanced analytical tools and platforms such as AWS, Google Cloud Platform, and Azure.
