We are seeking a Principal Technical Project Manager to guide the delivery of key infrastructure, platform, and cloud initiatives at Genomics England. In this role, you will work closely with engineering, product, architecture, security, and assurance teams to achieve consistent, high-quality outcomes in a complex, regulated environment.

You will support the Service Owner by coordinating technical activity across squads and helping establish effective oversight of contractors, ensuring smooth collaboration and delivery.

Everyday responsibilities include:

  • Own end-to-end delivery of technical workstreams within programmes, ensuring milestones, budgets, and OKRs are achieved.
  • Partner with Product Managers and Service Owners to validate requirements and align delivery plans with strategic objectives.
  • Develop and track detailed delivery plans, proactively managing progress and escalating risks or delays where required.
  • Maintain and actively manage RAID logs (Risks, Actions, Issues, Dependencies) to support transparent programme oversight.
  • Produce clear status reports and contribute to programme board updates to support informed decision-making.
  • Establish effective governance and ensure compliance with cybersecurity, data protection, regulatory, and IT standards.
  • Facilitate clear communication across delivery teams and stakeholders, including external partners, ensuring alignment and timely updates.
  • Lead cross-functional contributors without direct line authority, resolving issues and driving decisions to maintain delivery momentum.

Skills and experience for success:

  • Confidently manage projects while proactively identifying, tracking and resolving risks and issues to keep delivery on track.
  • Comfortable communicating with both technical and non-technical audiences, ensuring everyone stays informed and aligned.
  • Good understanding of commercial drivers and financial considerations when making project decisions.
  • Build positive relationships with stakeholders, keeping them engaged and supported throughout the project lifecycle.
  • Able to make well-judged decisions and escalate appropriately when needed to maintain progress and manage risks.
  • Skilled at translating technical topics into clear, accessible language for non-technical stakeholders.
  • Experience working within Agile delivery environments, including Kanban or Scrum.
  • Familiarity with the following technologies: AWS ecosystem, including core infrastructure services such as EC2, S3, RDS and IAM; understanding of AWS architecture tools and services such as Lambda, EKS, VPC and Direct Connect; experience or awareness of operational and infrastructure-as-code tools including CloudFormation, Terraform and CloudWatch; exposure to AWS data and analytics services such as Glue, Redshift and Step Functions.

Whilst Project Management certifications are desirable, we are mostly interested in your experience.

Genomics England operates a blended working model as we know our people appreciate the flexibility that hybrid working can bring. We expect most people to come into the office a minimum of 2 times each month. However, this will vary according to role and will be agreed with your team leader. There is no expectation that people will return to the office full time unless they want to, however, some of our roles require full time on site attendance e.g., lab teams, reception team.
