Genomics England is a global leader in enabling genomic medicine and research, focused on creating a world where everyone benefits from genomic healthcare. Building on the 100,000 Genomes Project, we support the NHS’s world-first national whole genome sequencing service and run the growing National Genomic Research Library, alongside delivering numerous major genomics initiatives. By connecting research and clinical care at national scale, we enable immediate healthcare benefits and advances for the future. Our mission is to provide the evidence and digital systems so that by 2035 genomics could play a role in up to half of all healthcare interactions, whilst securing the UK’s position as the best place to discover, prove and benefit from genomic innovations.

We are seeking a Health Economics Lead based on a 12-month fixed-term contract. You will lead Genomics England’s health economics function, playing a critical part in building and assessing the evidence for our priority programmes. This includes our Generation Study, a groundbreaking research study sequencing the genomes of 100,000 newborn babies. It also includes our forthcoming Adults Programme, which will sequence the genomes of 150,000 adults to harness the potential of genomics for routine preventative care.

You will be part of the Strategy & Performance Team, which plays a key role in developing the evidence for funding and scaling up the use of genomics. Our Health Economics Lead is responsible for developing and managing economic models that evaluate the costs and benefits of Genomics England’s research and healthcare programmes using national and organisational data. You will lead cost-benefit analysis for key strategic initiatives, providing evidence-based insights to support decision-making for internal and external stakeholders. You will work with key external stakeholders including government (e.g. the Department of Health and Social Care, Office for Life Sciences, HM Treasury), the NHS, and our academic and industry partners.

Everyday responsibilities include:

  • Build, develop and manage health economic models based on theories of change to explain and evaluate Genomics England programme benefits across healthcare, the public sector and the wider economy. Seek, validate and assimilate data from a range of internal and external sources, to apply and improve these models.
  • Provide data-driven guidance and recommendations to senior internal and external stakeholders, including our Executive Leadership Team, highlighting key outputs for decision-making.
  • Support business development and investment approval activities, including development of business cases, through provision of economics analysis and advice.
  • Work with the Head of Strategic Finance, Evaluation and Analysis to produce cost/benefit analysis for HM Treasury fiscal events, including preparations for future spending reviews.
  • Collaborate closely with partners across government, the NHS and the broader genomics ecosystem, including industry and academia.
  • Lead the small Health Economic team (yourself and one other health economist) directing work towards areas of highest priority.
  • Work with other leads in the Strategy & Performance team to maintain and develop an inclusive, high-performing team, ensuring that we have the right skills in place to deliver our mission.

Skills and experience for success:

  • Experience developing and maintaining economic models to support business cases, investment decisions, or programme evaluation.
  • Strong quantitative and analytical skills, including interpreting complex data, conducting statistical analysis, and translating outputs into actionable insights.
  • Ability to conduct literature reviews, evidence synthesis, and research analysis to inform model structure, assumptions, and methodology.
  • Experience applying evidence-based approaches, including integrating research findings and meta-analyses into modelling work.
  • Comfortable working independently and taking ownership of deliverables within a small, collaborative team environment.
  • Confident communicator with strong presentation skills, able to engage and influence senior internal and external stakeholders while explaining complex findings clearly.
  • Experience in health economics, healthcare, life sciences, or a related field.
  • Knowledge of public sector economic appraisal and modelling, including familiarity with HM Treasury’s Green Book guidance.
  • Proficiency in statistical and analytical programming languages such as R, Python, or VBA.
  • Experience of line management, coaching, or mentoring colleagues, with the ability to support and develop team members.

Qualifications:

  • Degree educated in Economics, Mathematics, Statistics, Science, or a broader STEM discipline, with strong analytical and quantitative foundations. Candidates from other degree backgrounds will be considered where they can demonstrate relevant experience in economics, statistical analysis, or quantitative methods.
