We are seeking a highly experienced and motivated PFM Consultant to join our dynamic team.
The ideal candidate will possess a deep understanding of development economics and public finance management (PFM), coupled with proven experience working with African Ministries of finance or major donor organizations that provide technical assistance to Ministries of finance.
This role requires a minimum of five years of relevant professional experience.
Key responsibilities
- Economic Analysis & Strategic
Reporting: Conduct rigorous quantitative analysis on macro-economic trends and public finance issues.
You will prepare high-quality, policy-relevant briefs and presentations that translate complex data into actionable advice for senior government officials.
- PFM Diagnostics and Technical Assistance: Lead the design of reforms across the entire budget cycle, including:
- Medium-Term Expenditure Frameworks (MTEF) and the expenditure chain.
- Revenue generation and Domestic Resource Mobilization (DRM) and fiscal space analyses.
- Fiscal decentralization and innovative financing.
- Budget tagging for cross sector thematics.
- Open Budget/Transparency
- Stakeholder Engagement: Act as a high-level advisor and interlocutor with senior government counterparts and major donor representatives (e. g., World Bank, Af DB, EU).
- Business Development & Bidding: Proactively identify opportunities and lead the preparation of competitive technical and financial proposals.
You will be expected to co-design technical assistance programs with international partners.
- Capacity Building: Design and facilitate advanced training packages for government and donor staff on budgeting, fiscal transparency, and expenditure management.
- Service Line Evolution: Play a key role in co-developing the structure, team, and project pipeline for our PFM service line.

Insight: Manage complex workstreams and small, high-performance teams, translating intricate financial data into compelling narratives for ministers, multi-lateral donors, and private foundations.

Requirements

Expertise: Minimum of 5 years of professional experience specifically in Public Finance Management or Development Economics.
Experience with international organizations or public-sector consulting working with Ministries of finance is essential.
- Macro-Fiscal
Literacy: Deep understanding of macroeconomic outlooks, the political economy of reforms, PEFA/PIMA/TADAT diagnostics, and the technicalities of government treasury systems.
- African Context: Proven track record of working successfully with African governments, consulting firms or major regional donor organizations.
- Clear Communicator: You can explain complex fiscal concepts to non-specialists without losing the technical nuance. Your writing is crisp, persuasive, and jargon-free.
- Adaptable Leader: You thrive in fast-paced environments and are comfortable navigating the political sensitivities inherent in public sector reform.
- A Master’s degree (or higher) in Economics, Development Economics, Public Finance, or a closely related field.
- Professional working fluency (written and spoken) in English is mandatory. Understanding of French is ideal.
- Strong analytical writing skills with the ability to produce high-quality, clear, and impactful documents in both languages.
Excellent communication, negotiation, and presentation skills.
- Demonstrated ability and experience in designing and delivering training/mentoring for government officials or technical staff.
- Advanced quantitative and qualitative research skills.
Proficiency in statistical and econometric software (e. g., Stata, EViews, R) and experience in developing and applying economic models.
