The Senior Project Commissioning Manager is responsible for defining and executing commissioning activities during ITO and OTR on several small to large projects and service contracts. The role includes defining the commissioning strategy, mobilising and leading the commissioning team, and managing execution of the commissioning scope of work. The position ensures safety, quality, costs, and delivery comply with contractual obligations, company policy, and key performance indicators. It also involves recruiting, mentoring, and training new and graduate engineers.

Roles & Responsibilities

  • During Tender (ITO)
  • Provides support in the preparation of budget/target forecasts and sequencing of commissioning activities.
  • Provides support in the preparation of tender documents related to commissioning activities.
  • Actively provides any other required commissioning support to the tendering teams.
  • During Execution (OTR)
    • Prepares upfront commissioning documentation as required.
    • Ensures consistent application of defined commissioning strategies.
    • Prepares technical and organisational specifications for commissioning activities.
    • Interfaces with client representatives, construction managers, project managers, project engineers, and design engineers throughout the life cycle of the project.
    • Undertakes site audits of commissioning files and marked up "as installed" drawings.
    • Ensures adequate resources, personnel, tools, and equipment are available for successful delivery.
    • Attends project and client interface meetings and actively actions any actions associated with commissioning activities.
    • Sets goals and objectives for the commissioning engineers mobilised to projects.
    • Liaises with design office for timely issuance of data and information required for preparation and execution of site commissioning activities.
    • Coordinates with project commissioning managers and lead commissioning engineers where assigned.
  • People Management
    • Leads and manages site teams to ensure correct application of operational and commissioning processes, meeting performance standards and project objectives.
    • Ensures the team has the required know-how and competency through coaching and development.
  • Health and Safety
    • Demonstrates EHS leadership and ensures the STOP WORK POLICY is implemented within the team.
    • Applies GEV GRID EHS policy and procedures in all commissioning activities.
    • Rewards and encourages proactive steps toward all EHS matters.
    • Participates in EHS Gemba walks and improvement initiatives on sites.
    • Identifies and evaluates EHS risks and implements mitigation measures.
    • Promotes safe working practices and advises on all aspects of commissioning safety.
  • Quality
    • Complies with quality procedures and work instructions.
    • Reports and processes non-conformances in a timely manner.
    • Ensures commissioning activities meet customer satisfaction and GE Grid standards.
    • Collects key information on sites for lessons learned and future projects.
  • Key Performance Indicator Management
    • Provides timely status and metrics of site activity performance.
    • Ensures on-time mobilisation of staff, tools, and sub-contractor resources.
    • Tracks planning indicators such as OTD and say-do.
    • Submits daily, weekly, and monthly reports and follows up on any issues raised.

    Skills & Qualifications

    • Electrical Engineering degree, HND in Electrical Engineering, or equivalent.
    • Appropriate health and safety experience, training, and qualifications in line with international standards; GWO certification an added advantage.
    • Background in high voltage electrical substation commissioning.

    Experience

    • Significant and demonstrated years of work experience in an HV electrical commissioning environment.
    • Previous experience as a Commissioning Manager for HV substation projects in the United Kingdom an added advantage.
    • Knowledge and experience in HVDC project environments.

    Knowledge

    • Knowledge of applicable UK standards and processes for electrical commissioning and high voltage projects.
    • Experience in offshore substations an added advantage.

    Other

    • Site/office‐based role requiring travel to project sites across the region (≈80 %).
    • Ability to integrate with the GEV team.
    • Effective communication in English, both verbally and in writing.
    • Additional proficiency in European languages is an advantage.
    • IT proficiency, including commissioning-specific platforms and tools.
