M&E Estimator & Contracting Specialist – GE Vernova
Job Description Summary

Responsibilities
As part of the construction department, the M&E estimator & contracting specialist is responsible for the preparation of estimates for the construction site setup and electromechanical works in HV substation projects during the tender phase. The role is responsible for the technical and organizational aspect of RFQs with the potential site subcontractors. Within the tender team, the role analyzes customer specification on general site and installation topics, checks data received from engineering for coherence on installation aspects, and estimates the means required for the site setup & M&E works to achieve Safety, Quality, Cost & Delay targets defined by the tender leader.
During Tender (ITO)
- Analyze & qualify customer specification on his field of responsibility: Site set‑up, organization & electromechanical installation works.
- Prepare costing estimates for the same.
- Prepare schedule for these & participate to their integration into the overall project schedule.
- Prepare tender documents.
- Prepare technical and organizational aspects of Request for Quotation (RFQ) for subcontracted works.
- Lead the interactions with the selected subcontractors on the same topics.
- Actively participate in tendering teams (planning, HAZID, …).
- Participate in meetings with customers on his field of responsibility.
- Conduct hand‑over from ITO to OTR on his field of responsibility.
- Participate in the management of the M&E supplier panel (qualification, site visits, …).
During Execution (OTR)
- At the request of site managers:
- Prepare technical and organizational aspects of Request for Quotation (RFQ) for subcontracted works.
- Lead the interactions with the selected subcontractors on the same topics.
Major Responsibilities – Health and Safety
- Participation to Hazard Identification (HAZID) meetings.
- Review EHS behaviour & organizational aspect during site visits with potential subcontractors.
- Actively participate in defining improvement action related to EHS in his activities.
Major Responsibilities – Quality
- Comply with Quality Procedures, work instructions and Processes.
- Initiate & participate to improvement actions on Construction processes, tools, and documents.
Key Performance Indicator
- Provide tender deliverables within the agreed schedule within the tender team.
Skills & Qualifications
- Appropriate qualification in Electrical Engineering, with around 5 years of work experience.
- Experience in the construction of HV substation.
- Good understanding of related engineering documentation (Layout, SLD, cable & termination schedules, BOQ, …).
- Hands‑on knowledge of the application of CDM.Appropriate health and safety experience, training and qualifications.
Knowledge
- Be knowledgeable on applicable UK standards and specifications associated with the electrical works and best practice in relation to the construction of HV substations.
- Some experience in offshore platforms I&I works is an plus.
Other
- Office based position but will require traveling to subcontractors & project sites across the North Europe region.
- Ability to integrate with GE’s wider team.
- Ability to communicate effectively in English, and to accurately and concisely report both verbally and in writing.
- Additional language proficiency in European languages a plus will be an added advantage.
- IT proficiency including information systems/databases and office package.
