Matchtech is currently recruiting for an HSE Expert to support our client on a major infrastructure project, providing independent assurance and oversight to the Principal Contractor under CDM 2015. This is a site based role focused on ensuring safe execution of works across a complex, multi contractor environment.
The Role
You will act as the Principal Contractor’s HSE representative on site, ensuring that all contractors plan and deliver their works safely, in line with regulatory and project requirements. The position focuses on assurance, verification, and influencing safe behaviours, rather than direct management of contractor activities.
Key Responsibilities
- HSE Assurance & Oversight
- Monitor contractor compliance with CDM 2015 and project HSE standards
- Conduct inspections, audits, and HSE tours across site activities
- Identify unsafe acts and ensure appropriate follow-up and escalation
- Verify risk assessments, method statements, and permit systems
- Principal Contractor Support
- Support compliance with Principal Contractor duties under CDM Regulation 13
- Verify contractor and subcontractor responsibilities are being met
- Review and manage interface risks across multiple work packages
- Participate in SIMOPS planning and coordination activities
- Risk & Site Activities
- Oversee high-risk activities including:
- Confined spaces
- Lifting operations
- Energy isolation and stored energy hazards
- Temporary works and excavation safety
- Reporting & Communication
- Produce weekly HSE reports outlining performance and key risks
- Track and report on corrective actions and emerging trends
- Escalate serious risks or repeated non-compliance
- Engage with contractors, project teams and stakeholders
- Leadership & Culture
- Promote a strong safety culture across site teams
- Encourage proactive reporting and continuous improvement
- Support workforce engagement and wellbeing initiatives
Requirements
Essential
- NEBOSH General or Construction Certificate
- IOSH membership (TechIOSH minimum)
- Strong knowledge of CDM 2015 and UK HSE legislation
- Experience on complex construction, infrastructure, or energy projects
- Proven ability to audit and challenge contractors effectively
Desirable
- NEBOSH Diploma (or equivalent)
- CMIOSH / CertIOSH
- ISO 45001 Lead Auditor
- Experience in offshore wind or large-scale infrastructure
