The PCN Manager will oversee the day-to-day operational running of Gateshead Inner West (GIW) PCN, ensuring high quality delivery of all PCN DES services. They will work alongside the Clinical Director and existing corporate team to deliver the PCN's agenda. The post holder will need to be enthusiastic and be able to flex to the rapid changes that primary care is frequently exposed to. Managing the ARRS team will form a large part of this job, with operational planning, HR oversight and recruitment. The role includes working closely with the clinical director and accountancy service to maintain financial oversight, including budgets, claims and contracts. Good working knowledge of CQC requirements is essential to this role. It is essential that the PCN has good communication and relationships with the other stakeholders in the area, such as the ICB, local authority, other local PCNs and third sector organisations to allow collaborative working across the local area. The PCN manager will play an important role in continuing existing links and helping foster new ones.

About us: Based in the Inner West of Gateshead our Primary Care Network serves over 45,000 patients across our four member Practices of: The Whickham Practice, Chainbridge Medical Partnership, Glenpark and Teams Medical Practice and Sunniside Surgery. We are motivated to provide high-quality care to the population we serve. We have an established ARRS team including Social Prescriber Link Workers, community nurse, Community Mental Health Practitioner's, Physiotherapists and Pharmacist's. The PCN Manager will act as a key operational link between the PCN, ICB and wider system partners, ensuring local initiatives are delivered effectively and consistently.

Job responsibilities:

  • Ensure all the PCN team members receive meaningful and regular 1:1s, appraisals, Personal Development Plans and that they are supported with any directed learning.
  • Develop and maintain an effective induction and learning process.
  • Establish appropriate team meetings, with a frequency appropriate to the team.
  • Responsible for oversight of the PCN's budget, income and expenditure and to develop a clear understanding of income streams and planned spend, highlighting risks and issues to the PCN Board for decision and action.
  • Responsible for the preparation of financial forecasts, quarterly updates, preparing business cases and bids as required.
  • Take lead responsibility for effective use of the PCN's Xero accounting software for clear audit trail and financial governance purposes.
  • Working with the PCN Board colleagues to ensure bank transactions are accurate and paid in a timely manner.
  • Ensure clear, regular financial reporting, working closely with our accounts as appropriate.
  • Act as the initial point of contact for our accounting service, providing required information including for year-end accounts.
  • Responsible for the payroll function, including verifying monthly payroll information.

Person Specification:

  • Strong working knowledge of terms and conditions of employment.
  • Understanding of NHS governance.
  • Credible budget management experience.
  • Working knowledge of the local health and care landscape.
  • Ability to work under pressure and flex to the rapidly changing challenges of healthcare.
  • Ability to travel across the PCN geography to the different member practices.
  • Experience of working in primary care.
  • Experience of using Emis.
  • Experience of Xero accounting software.
