We’re currently looking for Bid Manager, EMEA Public Sector to play a crucial role in orchestrating and enabling the growth of Gartner Consulting across our EMEA Public Sector business.

In this newly created role, the Bid Manager will scale and accelerate the identification and pursuit of large Public Sector opportunities with our most important clients and prospects across EMEA.

The successful candidate will identify and qualify high value Consulting opportunities, build out pricing scenarios, as well as collaborate with Managing Partners to develop winning propositions, building a library of client and competitor intelligence in the process.

The role sits at the intersection of bid management, commercial operations, and pipeline intelligence, helping to manage the bid process and demonstrate whether that process is working.

What you’ll do

  • Identify public tenders across EMEA that Gartner Consulting should pursue.
  • Qualify and prioritise those opportunities where we can win and have the right to win.
  • Build out Gartner and competitor pricing scenarios as part of the qualification process.
  • Align with Regional Public Sector leaders on what to pursue/what not to pursue.
  • Collaborate with our Managing Partners to build winning strategies and lead proposals.
  • Ensure all proposals are compliant and deliver a competitive and commercially viable proposition for our clients.
  • Collaborate with the Managing Partner on any ‘final three bidder’ presentations.
  • Assess Win/Loss feedback across opportunities and advise/coach Managing Partners on how to maximise our chances of success.
  • Design, test and implement new ideas in how we propose to our clients.
  • Drive the roll‑out of these proven practices across the EMEA Public Sector business.
  • Keep abreast of changes to and performance against existing Framework Agreements.
  • Collaborate with Managing Partners on strategies to retain and grow existing clients.
  • Build up intelligence on client priorities and competitor activities.
  • Advise/coach Managing Partners on how/when to utilise this intelligence.
  • Take responsibility for bid performance reporting across EMEA Public Sector, including tracking tender sources, qualification outcomes, bid status, pricing assumptions, framework usage, win and loss patterns, and competitor activity.
  • Produce regular management reporting for Public Sector and Consulting leadership, highlighting where the strongest opportunities are, where bids are stalling, which frameworks are underused, and where Managing Partners need support.
  • Turn data into actionable recommendations, identifying which opportunities should be pursued, which should be deprioritised, and where improved pricing evidence, client intelligence, or reusable bid content is needed.

What you’ll need

  • Experience in a commercial orientated role (i. e. business development, sales etc.) focused on winning/developing Public Sector clients and work.
  • Track record in Business Development, supporting sales teams to exceed quota and improve sales productivity.
  • Strong commercial acumen (i. e. building proposals, pricing negotiations)
  • Ideally will have experience in Consulting but open to candidates from other Professional Services sectors (i. e. Legal) and Industries (i. e. Tech).
  • Innovative, open-minded, curious, and willing to push the boundaries.
  • An understanding of public procurement rules in the UK and the EU.
  • Fluency in written and spoken English.
  • Fluency in other Northern European languages advantageous.
  • Strong written and verbal communication style.
  • Experience engaging and presenting to senior stakeholders.
  • Ability to travel within Europe as needed.
  • Anticipate no more than 10% of time.
