Client: Rutland Redevelopment Authority Website: https://www.rutlandvtbusiness.com/ Role: Executive Director Location: Rutland, Vermont Reports to: Rutland Redevelopment Authority Board of Commissioners Position Type: Exempt, full-time (40 hours per week) Compensation Range: $90,000 – $120,000/year About Rutland Redevelopment Authority The Rutland Redevelopment Authority (RRA), established in 1989, serves as the primary administrative agent for Community Development projects in Rutland, focusing on residential development, job growth, and enhancing the city\’s downtown. The organization was created to address the urgent need to reduce the property tax burden on residential homeowners, revitalize dilapidated structures, stimulate the commercial and industrial sectors, and foster economic opportunities for all citizens. Operating under the charter of the City of Rutland, the RRA receives funding through an annual agreement with the City, along with the ability to levy a Special Benefits Tax on non-residential properties within the Special Benefits District (SBD). Job Summary The Executive Director is responsible for initiating, planning and coordinating the implementation of redevelopment plans which will include negotiating and managing redevelopment projects, with possible grant writing, design work and maintaining a Tax Increment Financing (TIF) budget. The Executive Director prepares, submits and presents reports to the RRA Board of Commissioners and the City of Rutland Board of Aldermen pertaining to projects. Essential Job Duties and Responsibilities CULTIVATION OF CITY ECONOMIC DEVELOPMENT RESOURCES Creates and fosters relationships proactively by working directly with employers and developers Identifies development opportunities within the city and actively works with developers and other partners to guide projects to completion Quantifies, manages and advocates for development opportunities identified by City Administration Performs or facilitates fiscal analysis of potential development projects, computes statistics and manages appropriate funding strategies to ensure successful completion of the project Identifies needs of employers and developers and works in collaboration to find solutions to satisfy those needs Analyzes problems, identifies alternate solutions, project consequences of proposed actions and able to implement recommendations in support of goals Prepares, analyzes and maintains detailed reports and records COMMUNICATION Fosters mutually productive and collaborative relationships with city leaders, including the Mayor, their administration and members of the Board of Aldermen Acts as the City of Rutland’s consistent point of contact for stakeholders and members of the public regarding potential and ongoing economic and community development projects or needs Shares and markets the City of Rutland’s economic development programs and resources available to help spur new development Collects, analyzes, evaluates and presents data to partners and stakeholders concerning important trends and enhancements in community and economic development PROJECT MANAGEMENT Coordinate with City Treasurer and Assessor to manage the newly formed Tax Increment Finance District Collaborative leads an ad-hoc housing group and directs the implementation of priority projects, including the creation of a Housing Trust Fund Spearheads efforts to remedy vacant and/or blighted residential and commercial properties OPERATIONS Manages day-to-day operations of the RRA office, including approval of weekly payroll and other administrative functions Holds staff accountable for attendance and meeting deadlines Creates the annual budget for the RRA which includes proposing the tax rate for the Special Benefits District Education and Experience Bachelor’s degree in business administration, public administration, urban planning, construction management, finance or related field. Master’s degree is preferred Five (5) or more years of progressively responsible redevelopment experience in urban planning, real estate development or economic development is required Three (3) years of direct supervisory experience Valid driver’s license and clean driving record Knowledge, Skills and Abilities In-depth knowledge of federal and state economic development programs Effective public speaking, writing and media communication skills Strong organizational, interpersonal and leadership skills Effective negotiation skills and the ability to influence others Experience with land use issues and development laws Experience working in a board-managed structure Ability to manage multiple projects with competing priorities in a timely manner Ability to work flexible hours, including attending evening meetings and performing weekend site visits Physical Demands and Working Environment Considerable amount of time is spent using a computer. Work is predominately indoors within a somewhat hectic paced environment with multiple (sometimes competing) priorities. Regular outdoor events required and periodic attendance at evening events and functions is expected. Must be able to lift, carry and or push articles weighing up to 20 lbs.
