A €1B+ alliance contract with dozens of sub-contract packages to plan, tender and award across earthworks, structures, track and specialist systems. This is building a procurement function from scratch on one of Europe’s most significant rail infrastructure programmes for one of our Tier 1 European Clients.
Rail Baltica Alliance 1 is delivering the Ülemiste to Pärnu mainline section in Estonia as part of the wider Rail Baltica corridor connecting the Baltic states to the European rail network. We operate as an integrated alliance with Client, Constructor and Designer working as one team under a target cost model with shared risk and reward.
As Procurement Manager, you will lead sub-contract procurement strategy and execution across the full 142 km scope. You will define packaging strategies, run competitive tenders, manage EU procurement compliance, negotiate contracts and build the supply chain that makes this railway happen. You will work closely with our Integrated Project Teams, commercial function and design team to make sure we procure the right partners at the right time to hit our programme milestones.
- Develop and own the sub-contract procurement strategy across all work packages
- Ensure compliance with EU public procurement directives (Utilities Directive 2014/25/EU)
- Manage the procurement programme, aligning package award dates to construction milestones
- Negotiate contract terms under NEC4 and bespoke sub-contract forms
- Build and manage relationships with the local and international supply chain
- Report procurement status, risks and opportunities to the Alliance Management Team
Proven experience in procurement on major infrastructure or civil engineering projects (€100M+)
- Strong knowledge of EU public procurement procedures and compliance requirements
- Practical experience with NEC3/NEC4 contract forms
- Commercial sharpness. Procurement is a commercial function, not an admin one
