Reporting to the Finance Manager, the Procurement Officer will be responsible for managing and supporting the procurement of materials, plant, equipment, vehicles, services and subcontract resources required to support the safe, efficient and commercially effective delivery of Gaeltec Utilities UK Ltd.’s utility and overhead line operations. Working closely with Operations, Project Management, Stores, Transport, Finance, HSEQ and Senior Management, the Procurement Officer will ensure that goods and services are sourced competitively, purchased in accordance with company procedures, delivered when required and meet the required standards of quality, specification and compliance. The role will play an important part in controlling procurement costs, maintaining reliable supply chains and ensuring that operational teams have the materials and resources required to deliver projects safely and efficiently.

  • Manage the day-to-day procurement of materials, equipment, plant, tools, PPE, consumables and services required across the business.
  • Obtain and evaluate quotations from approved and potential new suppliers.
  • Ensure purchases represent the best overall value, considering price, quality, availability, lead time, reliability and supplier performance.
  • Raise and manage purchase orders in accordance with company procedures and delegated authority levels.
  • Ensure purchases are correctly coded and allocated to the appropriate project, cost centre or department.
  • Monitor outstanding purchase orders and ensure materials and services are delivered within agreed timescales.
  • Identify opportunities to consolidate purchasing and achieve cost savings through volume purchasing and supplier agreements.
  • Support competitive tendering and quotation exercises for larger purchases and contracts.
  • Ensure appropriate approval is obtained before commitments are made.
  • Utilities and Overhead Line Materials
  • Develop a strong understanding of the materials and equipment required for overhead line and utility operations.
  • Procure specialist materials including, where applicable, poles, conductors, cables, fittings, insulators, transformers, earthing equipment, line hardware, jointing materials and associated components.
  • Source operational equipment, tools and specialist plant required by overhead linesmen and site teams.
  • Ensure materials are procured to the correct specification and applicable client, manufacturer, industry and regulatory requirements.
  • Liaise with Operations and Engineering personnel to confirm technical specifications where required.
  • Monitor availability and lead times for critical and long‑lead materials and proactively identify potential supply issues.
  • Establish and maintain professional relationships with key suppliers and subcontractors.
  • Maintain an up-to-date approved supplier database.
  • Monitor supplier performance, including quality, cost, delivery and responsiveness.
  • Address delivery, quality and service issues with suppliers and escalat significant concerns where appropriate.
  • Support supplier reviews and performance assessments.
  • Assist with negotiating improved pricing, payment terms, delivery arrangements and service levels.
  • Identify alternative suppliers to reduce dependency and improve business resilience.
  • Ensure supplier documentation, insurance and other required compliance information is maintained where applicable.

Qualifications Required

  • Strong commercial awareness and understanding of cost control.
  • Good organisational and time-management skills.
  • Ability to manage multiple procurement requirements and competing deadlines.
  • Strong communication and negotiation skills.
  • Good attention to detail and accuracy.
  • Competent in Microsoft Office, particularly Excel.
  • Ability to work independently while also operating effectively within a wider team.
  • Ability to identify procurement risks and proactively resolve supply issues.
  • Full UK driving licence or ability to travel between company locations and operational sites as required.
  • Procurement experience within utilities, construction, infrastructure, engineering or electrical industries.
  • Experience of procurement for overhead line operations.
  • Knowledge of utility and electrical materials, plant and equipment.
  • Experience using an ERP, procurement or stock management system.
  • Experience working within a project-based environment.
  • Knowledge of UK utility industry requirements and standards.
  • Experience managing framework agreements and preferred supplier arrangements.

Experience

  • Previous experience in a procurement, purchasing or supply chain role.
  • Experience managing suppliers and obtaining competitive quotations.
