Procurement Officer

Contract: 2-year fixed-term contract (with potential to extend to 4 years subject to funding)

We are partnering with a well-established housing association in North London that owns and manages a substantial portfolio of homes.

They are seeking an experienced Procurement Officer to join their team on a fixed-term basis.

This is a hands‑on operational role supporting the Procurement Manager in delivering the organisation’s procurement strategy.

You will lead day‑to‑day procurement activity, ensure full compliance with public sector regulations (including the Procurement Act 2023), drive value for money, and support stakeholders across the business with tenders, contracts and supplier management.

About the Role

You will take ownership of end‑to‑end procurement processes across multiple categories, with a particular emphasis on works, services and supplies.

The role combines practical tender management with compliance monitoring, stakeholder support, spend analysis and continuous improvement of processes and procedures.

You will deputise for the Procurement Manager when required and act as a champion for compliant, commercially sound procurement across the organisation.

Key Responsibilities

  • Determine the most appropriate procurement route and project‑manage end‑to‑end processes (tenders, frameworks, direct awards, mini‑competitions) against the agreed pipeline, ensuring compliance with PCR 2015 thresholds and the Procurement Act 2023.
  • Manage activity via the Delta e‑Sourcing portal; prepare and issue all required notices (FTS, Contracts Finder etc.).
  • Draft, review and issue tender documentation; advise on evaluation criteria; conduct commercial evaluations (including quantitative benchmarking in Excel); chair moderation sessions; and prepare outcome letters.
  • Support contract formalisation, mobilisation, monitoring and performance management; identify and record savings.
  • Monitor organisational procurement compliance through audits and spend analysis; maintain the contracts database and support supplier set‑up processes.
  • Build effective relationships with internal stakeholders and suppliers; incorporate social value requirements; involve residents where appropriate.
  • Conduct third‑party spend analysis, monitor pipeline progress, identify savings opportunities and report on activity and market trends.
  • Keep procurement templates, procedures, intranet and external website content up to date; support internal training.
  • Assist with the development and implementation of improved contract management approaches and model contract terms.
  • Contribute positively to the wider Finance team and uphold organisational values, policies and service standards.

Requirements

Essential

  • Minimum 3-5 years’ experience in public‑sector procurement, with substantial end‑to‑end process management.
  • Strong experience of conducting works tenders (essential).
  • Demonstrable experience running procurements for works, services and supplies; supporting preparation of tender packs; evaluating responses (especially commercial elements); chairing moderation; running mini‑competitions/direct awards via frameworks; and handling FTS‑compliant processes.
  • Working knowledge of the Public Contracts Regulations 2015 and the Procurement Act 2023.
  • Relevant professional procurement qualification (e. g. CIPS) or currently working towards one.
  • Confident communicator able to influence stakeholders, challenge non‑compliant approaches constructively, and present clearly.
  • Strong commercial and analytical skills, including Excel‑based evaluation and reporting.
  • Ability to work independently, prioritise effectively and deliver against deadlines.

Desirable

  • MCIPS qualified (or actively progressing).
  • Experience in housing‑sector categories (e. g. property services, building services, FM, HR).
  • Familiarity with relevant purchasing consortia and frameworks.
