Transport for London (TfL) Engineers are always looking forward. Join us in our Transport Systems Engineering teams and, as well as maintaining legacy assets, you’ll deliver new systems and solutions. As Senior Engineering Leader-Permanent Way Engineering, you will be an excellent communicator with experience of providing professional engineering assistance to projects and maintenance organisations and have a clear understanding of how the Permanent Way asset lifecycle evolves. In this role there will be opportunities to work on the design, inspection, maintenance and configuration of Permanent Way across the TfL estate, supporting the safe and reliable operation of the railway.

You will need to be able to develop existing relationships with both internal and external stakeholders across TfL rail modes, as well as influence the development of company and national standards primarily in the inspection and maintenance of Permanent Way Assets. You will lead as part of a team to improve Reliability, Availability, Maintainability and Safety of the Permanent Way asset, implementing solutions within cost limitations and also on occasion leading the delivery of technical guidance to Operational and Delivery Units.

In this role you will manage the programme and deployment of Permanent Way Maintenance Engineers across TfL to meet business needs. As well as providing technical advice to the TfL wide Permanent Way Engineering community, you will assist the Principal Engineering Leader – Permanent Way in implementing strategies that will raise the effectiveness of the Permanent Way Engineering Team you are responsible for.

Responsibilities

  • Lead and coordinate Permanent Way engineering activities to deliver reliable and safe track infrastructure within cost, time and quality constraints.
  • Develop and maintain relationships with internal and external stakeholders across TfL rail modes; influence the development of standards for inspection and maintenance of Permanent Way assets.
  • Provide technical guidance to Operational and Delivery Units; supervise deployment of Permanent Way Maintenance Engineers across TfL.
  • Contribute to strategies to improve effectiveness of the Permanent Way Engineering Team and implement solutions within budget.

Skills, Knowledge & Experience

  • Ability to communicate, motivate and influence effectively, both orally and in writing, with people at all levels across the organisation and outside, including negotiating and successfully facilitating joint decision-making.
  • Able to apply and explain engineering principles to resolve issues, progress developments and deal with technical documentation and approvals.
  • Ability to manage stakeholder expectations and deliver service to meet these expectations, managing conflicting priorities to achieve tight deadlines.
  • Proven ability to coordinate engineering activities to deliver assured engineering solutions.

Knowledge

  • Engineering degree or demonstration of suitable equivalent experience ideally through chartered status with a suitable engineering body.
  • Significant experience in track inspection and maintenance principles.
  • Understanding of interfaces within the Permanent Way, and with other asset areas.
  • Appreciation of developments in rail inspection and maintenance in the wider railway industry.

Experience

  • Extensive experience of working with a variety of stakeholders.
  • Proven record in the effective delivery of complex track maintenance engineering change and validation to the required cost, time, quality, and budget.
  • Experience in thinking strategically and identifying systems and processes required to meet immediate and longer term aims.
  • Awareness of asset management and whole life costing/evaluation techniques.
