Strategic Planner

Salary: Circa £22,500 (based on a full-time salary of £37,500)

Contract type: Part-time (3 days/21 hours per week)

Location: Palestra, with hybrid working

Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.

Overview of project/role

The Transport Policy: Active Travel & Public Transport team plays a key role in shaping the future of transport across London. Working at the heart of TfL's strategic planning and policy function, the team develops the evidence, policies and programmes that support the Mayor's Transport Strategy, helping create a city where walking, cycling and public transport are the natural first choice for more journeys. Bringing together expertise in sustainable transport, healthy streets, accessibility, public health and urban growth, the team works closely with colleagues across TfL, the Greater London Authority, boroughs and external partners to influence long‑term investment priorities and deliver a safer, greener and more inclusive transport network for all Londoners.

As a Strategic Planner, you'll play a key role in helping to shape the future of transport in London by supporting the development of the Mayor's Transport Strategy, the London Plan and other related strategies. Working across a range of transport modes, policy areas and geographical locations, you'll contribute to the identification, development and appraisal of policies, area‑based plans and projects that deliver strategic transport outcomes for London.

Working as part of multidisciplinary project teams, you'll support the development of projects and investment portfolios from the earliest stages of the project lifecycle through to delivery. You'll help define desired outcomes, undertake research and analysis, assess opportunities and challenges, and contribute to the development of evidence‑based recommendations. Through your work, you'll help identify and evaluate potential solutions that support TfL's strategic objectives and improve London's transport network for customers, communities and businesses.

Key Accountabilities

• Support the development of transport policies, plans and projects by undertaking research, analysis, option development and evidence gathering to help shape strategic outcomes across specific modes, themes or geographical areas.
• Produce high‑quality insights and recommendations through the interpretation of data, research, legislation and emerging trends, communicating findings effectively to support decision‑making and strategy development.
• Contribute to transport studies and business cases by helping to identify transport challenges, assess potential solutions, appraise options and develop robust evidence to support investment decisions.
• Work collaboratively across TfL and partner organisations to coordinate inputs, build consensus and ensure transport priorities are reflected in strategies, plans, programmes and schemes.
• Engage and build relationships with stakeholders across TfL, the Greater London Authority, London boroughs and external partners, representing TfL in meetings, workshops and other engagement activities.
• Support the development and delivery of projects and programmes throughout the project lifecycle, working closely with operational and delivery teams to help progress schemes that support the Mayor's Transport Strategy and wider TfL objectives.
• Provide technical and policy advice within your area of expertise, contributing to the development of standards, guidance, objectives, targets and best practice that support effective transport planning and delivery.
• Work flexibly within multidisciplinary and matrix teams to manage priorities, coordinate activities and contribute to the successful delivery of strategic planning initiatives across London.

Skills

• The relationship between data and its intended application - Practitioner (Essential)
• Developing or assessing transport policies and procedures - Practitioner (Essential)
• Good standard of verbal, visual and written communication, including producing high‑quality reports and presentations (Essential)
• Developing work plans - Practitioner (Highly desirable)
• Initiation and Feasibility of transport schemes in line with policies & other requirements - Practitioner (Desirable)

Knowledge

• Relevant qualification at degree level or higher and/or professional membership / qualification of a recognised professional Institution (e.g. ICE; IHT; CILT; RTPI) or equivalent experience (Essential)
• Knowledge around emerging best practices in some of the following areas: transport, economics, appraisal, land use planning, environment, public health and urban design (Essential)
• Understanding of cities from the perspective of transport systems, health and environment, particularly London and its governance (Essential)
• Understanding of transport planning and the wider context to the development of projects and proposals (Essential)
• Understanding of project management processes including their strategic transport context (Desirable)
• Understanding of TfL's financial, legal, political and regulatory environment (Desirable)

Experience

• Experience of working in a project, programme, planning or policy environment (Desirable)
• Experience of working in a flexible team environment, including multi‑disciplinary teams (Desirable)
• Experience of producing and presenting complex information in a simple way material for key stakeholders (internal and external) (Desirable)
