Overview of project/role:

Transport for London (TfL) plays a vital role in delivering the Mayor’s ambitious programme for a more universal, affordable, accessible and safe transport network for all of London. By 2041, we aim to make 80 per cent of all journeys by foot, cycle or public transport. To do this we need to prioritise health and the quality of people’s experience in everything we do. Presently, major cities around the world are taking a stand to end the toll of deaths and injury seen on their roads and transport networks by committing to Vision Zero. Working with SHE means making a meaningful contribution towards achieving Vision Zero.

Job Overview:

We have an exciting opportunity for a passionate and driven Safety, Health & Environment (SHE) Business Partner to join our team at Transport for London. In this impactful role, you’ll act as a trusted partner and critical friend to key business areas and our supply chain partners. You’ll provide expert guidance, support and challenge on all SHE matters—helping to ensure we continuously raise the bar beyond legislative and business requirements. This is a role where you can truly make a difference. You’ll champion innovation, influence positive change, and play a key part in reducing risk and harm for our customers, colleagues and everyone who interacts with our network.

We’re looking for an experienced SHE professional who is enthusiastic about driving a culture of continuous improvement, collaboration and safety excellence. You’ll bring energy, credibility and a genuine passion for making things better working closely with colleagues, stakeholders and partners to embed best practices and deliver real results. This role sits within our SHE TfL Operations Rail team, supporting London Underground Customer Operations, offering a unique opportunity to be at the heart of one of the most iconic transport systems in the world.

Key Accountabilities:

  • Understand SHE performance trends and use them to drive improvement actions and business decision-making and improve business understanding of SHE responsibilities.
  • Provide technical advice, best practice sharing and support in incident investigation and learning to the business.
  • Ensure that this is in line with the overall SHE strategy.
  • Coach the business to understand their SHE accountabilities and challenge to improve their performance and ensure regulatory compliance.
  • Working with relevant internal and external stakeholders, use assurance outputs, risk assessment and incident investigation findings to identify and deliver SHE improvements that reduce risk and contribute to the delivery of TfL’s SHE Vision.
  • Understand business specific SHE risk data and prioritise action in areas of highest risk.
  • Understand and reflect business area requirements back into the SHE function so they can be factored into the development of the SHE strategy and vision.

  • Heads of, Senior Managers and their teams operating London Underground Customer Operations
  • Representatives of Regulators (ORR, LFB, RAIB) and key stakeholders
  • Local Trade Union health and safety representatives

Skills, Knowledge & Experience:

Skills:

  • The ability to develop credibility, coach and influence stakeholders (Essential)
  • Skills in managing risk management and assurance programmes
  • Ability to understand performance data and trends and explain the underlying meaning to the business (Essential)
  • Collaboration skills, including working across organisational boundaries (Essential)
  • Ability to initiate and effect business and behaviour change design
  • Ability to work in a highly pressurised environment to very tight time constraints and to a high standard
  • Excellent written, verbal and presentation skills, with a proven ability to write strategic and analytical reports (Essential)
  • Ability to work at pace and make things happen
  • Ability to prioritise workload, make decisions about SHE compliance in a dynamic environment (Essential)

Knowledge:

  • Safety, Health & Environment Advisor / Manager level knowledge of relevant legislation and its application (Essential)
  • Understanding of safety & health culture and drivers for change and improvement in culture across organisations
  • Relevant detailed knowledge of the principles and application of SHE management (Essential)
  • Understanding of the Mayor's Transport Strategy and TfL's business priorities
  • Membership of relevant professional body e.g. IOSH, IEMA (Desirable)
  • Related degree or equivalent qualification (Desirable)

Experience:

  • Experience of working in a SHE-conscious environment (Essential)
  • Experience in operating at a senior level and influencing senior manager discussions around the shape of the business.
  • Experience of role‑modelling safety behaviours
