Position Overview
Infrastructure Protection is responsible for protecting TfL’s railways and other transport assets. We manage the interface between our transport networks and the construction-related activities of our neighbours, mitigating risks to our assets and operations while supporting London’s development. Embedded engineering support is also provided to our property development company, Places for London (PfL). Senior Engineers will support both Outside Party jobs and the Places for London portfolio. They will manage the technical and commercial aspects of their own jobs and serve as a trusted source of engineering advice to a range of internal and external stakeholders.
Responsibilities
- Lead a range of small, medium and large third-party developments on behalf of Infrastructure Protection, including providing engineering input to property agreements and contracts.
- Review and respond to engineering documents produced by developers and their supply chain for projects that contribute to safe and efficient delivery (e.g., ground movement, structural assessment and monitoring reports).
- Manage the interface between external clients, designers and contractors, and TfL assurance teams to obtain consents and access required for third-party works.
- Interpret assessment and monitoring reports and coordinate specialist technical reviews when required.
- Investigate incidents where third-party works have damaged TfL assets or operations.
- Track time and cost of your jobs to aid cost recovery.
- Prepare constraints and requirements plans, feasibility and design scopes for potential development sites.
- Work with development managers, sponsors, asset strategy, surveyors and TfL legal to support the incorporation of new and altered transport assets into developer-led schemes.
- Provide engineering technical support to property asset managers to support the renewal of the Places for London estate.
Qualifications
Must have:
- Ability to negotiate technical details with designers and contractors, maintaining TfL’s critical priorities.
- Knowledge and correct interpretation of the Acts governing railways, highways and other transport systems, legal property documentation, contracts, and related legislation.
- Experience in managing programme and commercial aspects of project delivery at any stage of the lifecycle (bid, options, feasibility, design, construction or close).
- Chartered Engineer (or actively progressing towards Chartership) or recognised international equivalent, or possesses relevant knowledge and experience.
- Experience in a range of developments and infrastructure projects interfacing with operational transport/railway systems.
- Experience building relationships with and influencing a wide range of internal and external stakeholders.
- Experience in Civil or Structural Engineering, or Building Services, covering at least one of design, assessment, maintenance or construction of railway or highway assets or structures.
- Experience in the execution of demolition, new construction or maintenance activities in close proximity to operational transport infrastructure.
- Working knowledge of the principles of property development, utility infrastructure delivery and related legislation (Party Wall Act, Town & Country Planning Act, Access to Neighbouring Lands Act, Construction (Design & Management) Regulations, Highways Act and various railway legislation).
- Understanding of commercial aspects of design and construction-related works.
- Ability to produce two-dimensional plans using standard CAD software or GIS format and maintain databases (useful but not essential).
Useful but not essential:
- Experience of structural inspections and assessments, particularly interpreting reports and using the information contained within.
