The Risk & Opportunity Manager manages the implementation of consistent and effective Risk & Opportunity Management. Using management tools, techniques, processes and standards across Capital Projects, in line with TfL and industry best practice, they will provide timely and high quality information, guidance and specialist advice on Risk & Opportunity Management across Projects and Programmes. They are responsible for leading the development and contribution to Risk Management and Opportunity strategies at Programme and Portfolio level, whilst supporting the implementation of plans across the delivery areas as required. Responsible for managing improvements to Risk and Opportunity Management practices and liaising with internal and external stakeholders.
Key accountabilities
- Accountable for leading and managing the implementation of consistent Risk & Opportunity Management tools, techniques, processes and standards, in line with TfL and industry best practice and integrating these within the wider Project Controls framework.
- Responsible for working with delivery teams to understand the Risk & Opportunity profiles of the Projects and Programmes, to develop robust Risk & Opportunity Management, mitigation and contingency strategies, and to upscale significant risks using agreed governance mechanisms as appropriate.
- Responsible for applying knowledge in the technical/professional discipline of Risk & Opportunity Management for the analysis and resolution of issues within Projects and Programmes framework, including benchmarking against best practice and implementing innovative solutions.
- Constantly maintain Portfolio, Programme & Project Risk & Opportunity Management systems - ensuring feeder registers are updated and translated into required systems. Responsible for supporting project teams in carrying out Quantified Risk Assessments (QRA) and assessing risk apportionment in commercial contracts and procurements relating to Project and Programme delivery.
- Responsible for ensuring Risk & Opportunity Management tools and techniques, processes and standards are communicated and applied appropriately on Projects / Programmes.
- Responsible for quality Risk and Opportunity information to support delivery teams in periodic reviews with Senior Management.
- Competent in facilitation of risk workshops and risk analysis including Cost and Schedule Risk Analysis.
- Contribute to driving a positive safety culture.
- Contribute in equality of opportunity, social inclusion, fair employment and environmental sustainability, creating open, inclusive and engaging environment within the team and across stakeholders, customers and supply chain.

Key interfaces within TfL: Professional Managers for all PMO disciplines, senior managers and team members within Project Management Community (PMC), and other TfL and London Underground Business Units including Engineering, Asset Strategy, Safety, Health and Environment (SHE), Investment Planning (IP), Legal, Commercial, Finance & Operational teams.
Knowledge
- Excellent knowledge and understanding of Risk & Opportunity Management frameworks, tools and techniques, including Quantitative Cost Risk Analysis (QCRA) and Quantitative Schedule Risk Analysis (QSRA), in a project and programme management setting.
- Extensive knowledge of and understanding of projects and programmes with an emphasis on Risk Management and how this supports and integrates with a wider high functioning environment.
- Good knowledge and understanding of project and programme management methodologies and their practical application in a transport setting.
- Understanding of TfL project and programme management methodologies and processes (desirable).
- Good knowledge of EU and UK legislation, law and best practice, particularly in relation to risk management.
- Professional Qualification in Project Management or equivalent (desirable).
Skills
- Good influencing and stakeholder management skills to manage and motivate teams and embed Risk Management.
- Specific technical skills including: Risk/Opportunity and Issue Management (Level 4), Information Management and Reporting (Level 4), Stakeholder Management (Level 4), Project Governance (Level 3), Compliance and Assurance Management (Level 3), Quantitative Risk Analysis (Level 4), Frameworks and Methodologies (Level 4).
Experience
- Experience of creating, adapting and monitoring processes around Risk management within projects.
- Experience of implementing tools to drive efficiency and value to support project delivery.
- Experience of dealing with a range of stakeholders at all levels across the organisation, influencing and improving processes to support project delivery.
- Proven record of taking personal responsibility and accountability for implementing risk & opportunity management frameworks to ensure delivery of projects / programmes in a large, complex organisation.
- Experience of managing performance and delivery through external contractors and or suppliers.
