Overview of project/role:
London Underground’s Access Department facilitates all aspects of planned access to track and stations for maintenance and project activities. This role is key to the successful delivery of track protection resources for engineering works, and offers the post-holder an exciting opportunity to be part of a dynamic team environment, ensuring valuable access opportunities are utilised safely and efficiently.
The role sits within the Access Department, part of the LU Asset Performance and Capital Delivery Directorate, and reports to the Protection Contracts Manager.
The post is responsible for managing the booking, planning, and effective utilisation of safety critical protection and possession resources to support TfL’s rail projects and maintenance activities. The role requires strong technical expertise in protection activities, detailed knowledge of the LU Rule Books as they relate to Track Access, and proven experience in planning and resource deployment within the London Underground environment.
The role plays a critical part in safeguarding valuable engineering access by providing real‑time solutions, mitigating risk, and ensuring that access arrangements are delivered safely, efficiently, and in line with operational and contractual requirements.
Key Accountabilities:
- Ensuring requests for protection resources are processed accurately and efficiently, using the relevant Access Management Systems.
- Planning of protection and possession resources for engineering work and possessions, closures and Specified Areas.
- Managing on‑shift issues and incidents relating to protection and possession resources, in line with relevant processes and procedures.
- Monitoring the rolling forecast of planned works and working in collaboration with suppliers of protection resources to ensure continuity of supply of such resources.
- Ensuring the timely production of relevant shift documentation and briefing documentation in line with relevant processes and procedures.
- Running daily reports and downloads from the relevant Access Management Systems and uploading data from the protection supplier into the relevant Access Management systems.
- Interrogating Railsys to ensure correct access is in place for resource requests.

- The wider London Underground Access team, especially Possession Planners, Publications team, Engineering Works Managers
- RfLi Operations Duty Managers
- Track Access Control (TAC) for real‑time issue resolution

Skills, Knowledge & Experience:
Skills:
- Able to develop effective relationships both internally and externally. (Essential)
- Proficient in use of MS Outlook, Word and Excel. (Essential)
- Ability to plan, manage and deliver safety critical resources for planned and unplanned works. (Essential)
- The ability to work accurately under pressure and towards tight deadlines. (Essential)
- Ability to interrogate Railsys for Access requirements and SAP for Cost requirements. (Desirable)
Knowledge:
- A good understanding of LU organisational and engineering structure/departments. (Desirable)
- In‑depth understanding of LU’s rules and procedures relating to Track Access for engineering work, and the protection activity in particular. (Essential)
- Good understanding of the training and licensing requirements for those undertaking the protection activity on LU infrastructure. (Essential)
- Good understanding of Network Rail’s and RfLi’s rules and procedures relating to Track Access for engineering work, and the protection activity in particular. (Desirable)
- Geographical knowledge of LU network. (Desirable)
Experience:
- Experience in scheduling/ planning of Safety Critical Track Resources in London Underground. (Essential)
- Experience documenting procedures and processes. (Desirable)
Additional Information:
This role will require unsocial working up to 25% including working at the weekends.
