Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4‑week period. Overview of the Role

This is a delivery‑focused Commercial Manager role within Transport for London’s Procurement & Commercial (P&C) Infrastructure team, supporting major infrastructure and capital programmes. You will take ownership of commercial activity across defined workstreams, managing procurement, contracts and suppliers end‑to‑end across high‑value, complex infrastructure projects. This is not a support or advisory role; you will be expected to lead delivery, manage commercial risk and drive value‑for‑money outcomes across large‑scale programmes. You will operate in a structured, regulated environment, working closely with programme teams, suppliers and senior stakeholders to ensure commercial activity supports the successful delivery of infrastructure projects across TfL’s network.

This role is best suited to candidates who have hands‑on ownership of infrastructure procurement or contract delivery, have worked on complex, high‑value capital or engineering programmes, and can demonstrate real commercial impact and delivery in a project environment. It is not suited to candidates with purely administrative or junior procurement experience, those from non‑infrastructure backgrounds, or individuals whose experience is advisory‑only without direct responsibility for delivery.

Joining this role offers the opportunity to work on major infrastructure programmes critical to London’s transport network, take ownership of high‑value commercial delivery, and operate in a complex, high‑impact, project‑driven environment. You will be part of a mature, high‑performing commercial function within TfL, with strong visibility and accountability across the organisation.

Key Accountabilities

  • Lead delivery of procurement activity across infrastructure programmes (sourcing, tendering, evaluation and contract award)
  • Manage contracts through delivery, ensuring performance, cost control and effective risk management
  • Lead negotiations and manage contractual change across complex infrastructure agreements
  • Identify and manage commercial risks, issues and opportunities across the full contract lifecycle
  • Work closely with programme, engineering, legal and finance teams to ensure successful delivery
  • Ensure all activity meets TfL governance, assurance and compliance standards
  • Build and manage robust relationships with key suppliers and internal stakeholders
  • Contribute to commercial strategy and continuous improvement across the P&C Infrastructure function

Skills, Knowledge & Experience

  • Strong experience delivering commercial, procurement or contract management activity within infrastructure or capital programmes
  • Strong understanding of the end‑to‑end commercial lifecycle within infrastructure delivery
  • Experience working in regulated or highly governed environments
  • Strong stakeholder management skills, with the ability to influence across programme and senior stakeholder groups
  • Strong commercial judgement and risk management capability
  • Experience within transport, construction, utilities or infrastructure sectors
  • Experience in the domain of Operational Systems and Communication Systems
  • Knowledge of standard forms of contract (e.g. NEC, JCT or similar)
  • Professional qualification (e.g. RICS, CIPS) or working towards
