We are seeking a highly motivated and experienced Principal Planning Officer to join Enfield Council’s CIL and S106 Team within Strategic Planning, Policy, Projects and Design. This is an exciting opportunity to play a central role in delivering infrastructure across the borough, with a strong focus on the effective management and monitoring of Section 106 obligations.

You will oversee complex S106 agreements once signed, ensuring financial and non‑financial obligations are triggered, tracked, and delivered. You will also provide ad hoc advice to Development Management colleagues and contribute to key strategic work, including the new S106 Supplementary Planning Document and the Infrastructure Delivery Plan.

Alongside this S106 focus, the post holder will need to be fully competent in administering the Community Infrastructure Levy (CIL), supporting accurate calculations, phased development cases, and the allocation and monitoring of CIL funds. We are looking for someone with proven experience in CIL and S106 administration and monitoring, strong project‑management skills, and a solid understanding of planning legislation and infrastructure delivery. The postholder will need to be highly organised, numerate, and able to translate complex financial and planning information clearly to different audiences.
