Contract Type - TfL Permanent

Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.

Role Overview

At Transport for London (TfL), we keep London moving safely, inclusively, and sustainably. As we deliver the Mayor’s Transport Strategy and our ambitious business plan, our people are central to our success. We are now looking for an exceptional Organisational Development & Leadership Lead to shape and lead enterprise-wide OD and leadership strategy at scale. Reporting to the Head of Talent, you will be a key member of the Talent Senior Leadership Team, leading a high-performing team of specialists to design and deliver impactful, practical solutions. Your work will directly influence organisational effectiveness, leadership capability, and the experience of our people across TfL. This is a high-impact role where you will translate strategy into meaningful action, building leadership capability, embedding a high-performance culture, and ensuring our colleagues are supported to grow and succeed.

Key Accountabilities

  • Provide strategic leadership and direction for organisational development across TfL, translating vision into deliverable, business-aligned plans
  • Shape and embed a modern, inclusive performance management approach that drives a culture of high performance
  • Lead the development of leadership frameworks, ensuring our leaders have the skills, behaviours, and mindset to succeed
  • Embed a colleague-led talent management approach that supports meaningful career development and wellbeing
  • Drive succession planning strategies to retain critical capabilities and future-proof the organisation
  • Oversee the development and impact evaluation of learning and development strategies to build an inclusive learning culture
  • Lead the design and evolution of competency frameworks and assessment tools, including psychometrics
  • Partner with HR and business leaders to ensure OD strategies are aligned, integrated, and deliver measurable outcomes

Skills
  • Strong, inclusive leadership with the ability to inspire and develop high-performing teams (essential)
  • Excellent stakeholder management and relationship-building capability at senior levels (essential)
  • Ability to analyse complex data and translate insights into clear, actionable solutions (essential)
  • Proven track record in shaping and delivering organisation-wide strategies (essential)
  • Deep expertise in organisational development, including diagnostics and intervention design (essential)
  • Ability to design integrated solutions across culture, systems, processes, and capability (essential)
  • Strong facilitation skills, including working with executive audiences (desirable)
  • Project and programme management capability (desirable)
Knowledge
  • Deep understanding of the link between business strategy and organisational development
  • Strong awareness of external best practice in leadership, OD, and talent management
Experience
  • Significant experience leading leadership and OD strategies in large, complex, unionised organisations
  • Proven experience delivering cultural, behavioural, and capability transformation
  • Experience measuring and evaluating the impact of OD interventions
  • Track record of developing and embedding competency or behavioural frameworks
  • Experience leading and developing specialist teams
