Grade: Pay Band 3

Salary: Circa £57K depending on skills, knowledge and experience

Hybrid working: 50% of time split between the office and home over a 4-week period. Hybrid working arrangements may evolve subject to business requirements.

Job Overview

An Operating Model Manager supports the Head of Change and Senior Operating Model Managers to identify, scope and design change and business improvement projects/programmes in response to TfL's priorities and the TfL Business Plan. This role will lead and support the design of a diverse range of change projects, dependent on project scale and complexity, in response to TfL's most pressing strategic challenges. The role works closely with both business stakeholders and our support services. The role also actively contributes to the continuous improvement of the pan‑TfL operating model, focusing on initiatives that increase efficiency and effectiveness and contribute towards TfL’s overall savings targets.

Key Accountabilities

  • Contribute to the continuous improvement of our Operating Model, working with stakeholders across the business to ensure the integrity and alignment of changes with other changes, our policies and our strategic imperatives and cost‑saving targets.
  • Work with the business and support the Change team to solve complex problems by identifying and defining the scope of change projects and assessing the feasibility of change initiatives.
  • Lead the change design for smaller projects and/or support the Senior Operating Model Manager on larger and more complex projects and programmes while owning discreet aspects of the design.
  • Accountable for developing high‑level change options and recommendations, working in collaboration with business sponsors and wider stakeholders.
  • Develop high‑quality design documentation tailored to different stakeholder groups (e.g. governance forums, business stakeholders).
  • Develop detailed designs that achieve the required benefits, e.g. operating model, organisation design, process designs.
  • Lead business case development for smaller projects and/or support larger business case development, working collaboratively with programme management and supporting the accountable Business Sponsor.
  • Build a strong network of internal relationships to ensure that projects remain aligned with the long‑term requirements of internal and external customers.
  • Play an active role in the Change Team & building the change profession, fostering a collaborative & inclusive team culture.
  • Accountable for excellent day‑to‑day management of Assistant People and Change Partners.
  • Deputise for Senior Operating Model Managers as required.

Skills, Knowledge & Experience

Skills
  • Good stakeholder management skills and the ability to develop credibility and tailor messaging for different stakeholder groups.
  • Ability to examine complex problems and generate solutions that are easily understood.
  • Ability to lead the design of small change projects independently and support on large and complex change programmes.
  • Strong written, verbal and presentation skills and the ability to present convincing arguments for change.
  • Highly driven, detail oriented with strong organisational and planning skills.
  • Ability to manage other people.
Knowledge
  • Understanding of scoping, designing and delivering business change within a public sector or unionised environment.
  • Good knowledge of how to engage effectively with a range of stakeholders.
  • Good understanding of business case development.
  • Good knowledge of a range of analytical methods, including strategy, commercial, customer and business modelling techniques.
  • Good understanding of the business change project lifecycle, business change and project and programme management.
  • Knowledge of Operating Models.
Experience
  • Experience in designing business change.
  • Experience working with a wide variety of stakeholders.
  • Experience working in a fast‑paced environment, where priorities can rapidly change.
  • Some experience in a consultancy or problem‑solving type role.
  • Some experience of organisation design, process design or operating models.
