This role is responsible for the leadership and management of technical documentation within the scope of Engineering & Asset Strategy (E&AS), specifically Engineering Control Documents (ECD). The role leads the Technical Standards Modernisation programme, ensuring that engineering requirements are streamlined, fit for purpose, and enable the delivery of both financial and non-financial benefits across the current business plan.

The post holder will drive the reduction of unnecessary complexity and bureaucracy, champion the harmonisation of engineering standards across Transport for London (TfL), and promote innovation in technical requirements. This role provides strategic leadership to ensure standards support efficient delivery, operational performance, and long‑term asset sustainability.

Key Accountabilities

The purpose of the role is to lead the management of technical documents within the purview of Engineering & Asset Strategy (E&AS) including the Technical Standards Modernisation Work stream. The post holder will provide leadership, work to reduce bureaucracy, advocate modernisation and innovation enabling TfL to become an intelligent client.

The post holder will lead ongoing implementation and adoption of new ways of working across E&AS (and value chain) and manage the procurement, delivery and integration of the Engineering Control Document (ECD) Digital Portal. Works closely with budget holders, Senior Leaders (i.e. Finance, Operations, Capital delivery etc.) and influences E&AS Head of Functions/ Delivery to obtain buy‑in for new process for realising financial and non-financial benefits. Responsible for realising non‑financial benefits and enabling cash‑able financial benefits across TfL including Operations and Capital directorates.

Skills, Knowledge & Experience
  • Knowledge
    • Detailed knowledge of technical control documents, Rail and Road transport regulation, health and safety legislation
    • Detailed knowledge of Engineering asset life cycle, financial management principals, Procurement processes, business planning and benefits management
    • Knowledge of digital document management tools, web technologies and data management systems.
    • Knowledge of innovation trends in transport and infrastructure.
  • Skills
    • Involves interpreting regulatory requirements, resolving inconsistencies in documentation practices, and managing cross functional input.
    • Strategic decision‑making, resolving conflicts between disciplines and team, and balancing innovation with regulatory compliance.
    • Change management, working with ambiguity and remaining agile in face of uncertainty.
    • Communication and influencing senior stakeholders, negotiation, managing safety and compliance in regulatory context.
  • Experience
    • Engineering management experience, commercial acumen with proven record of delivering safe and compliant, innovative solutions within transport operations.
    • Demonstrable experience of stakeholder management at a senior level essential.
    • Demonstrable experience of providing direction in relation to the development of policy, data management and leading digital transformation and integration with existing systems.
