Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.

Overview of project/role

The purpose of this role is to lead the design, development and application of advanced reporting and analytical solutions that enable action‑led insights across Elizabeth Line Infrastructure Maintenance, Operations, Reliability and Rolling Stock & Depot functions.

The role operates as a subject matter expert translating complex operational challenges into scalable, insight‑driven technical solutions that inform planning, investment, performance management and long term improvement initiatives.

Key Accountabilities

  • Provide insight and analysis of asset, reliability and performance data to influence operational, tactical and strategic decision-making across the Elizabeth Line.
  • Design, develop, and maintain advanced data reporting and analytics solutions using tools such as Power BI, Azure Databricks, and Python, ensuring scalability, robustness, and alignment with future needs.
  • Develop automated workflows and applications using Power Automate and Power Apps to streamline business processes and improve data accessibility.
  • Integrate and manage data from multiple sources, ensuring data quality, consistency, and compliance with governance standards.
  • Implement best practices for solution design, performance optimization, and governance within Power Platform and Azure environments.
  • Act as the technical authority and subject matter expert for advanced analytics and data engineering solutions (including Azure, Databricks and Python), providing guidance on architecture, standards and continuous improvement to ensure solutions are scalable, robust and aligned to future need.
  • Act as a trusted advisor to senior stakeholders, proactively identifying opportunities where data and analytics can unlock performance improvement, risk reduction and efficiency gains.
  • Collaborate closely with the EL Data Reporting Manager to ensure alignment with the wider reporting strategy and deliver integrated analytical solutions that support the Elizabeth Line’s strategic insights objectives.

Skills, Knowledge & Experience

Skills

  • Demonstrated ability to gather, interpret, and translate business requirements into effective analytical outputs.
  • Advanced skills in a business intelligence tool (preferably Power BI) with the ability to transform and manipulate data using Power Query, M, and DAX languages.
  • Skilled in using Power Automate and Microsoft Power Apps to automate business processes, collect, analyze, and summarize data, and streamline workflows, approval flows, and data transfer processes.
  • Comfortable working within Azure environments to support scalable data solutions, including provisioning and configuring Azure Databricks workspaces.
  • Proficient in leveraging programming languages (preferably Python) with an understanding of statistical analysis techniques.
  • Strong communication skills to convey complex data findings clearly to both technical and non-technical audiences.

Knowledge

  • Strong understanding of end-to-end data and analytical tool life cycles, including requirements gathering, solution design, development, testing, deployment, user training, maintenance, and continuous improvement.
  • Demonstrated knowledge of connecting to data from multiple sources and applying data modeling principles.
  • Strong knowledge of the use, deployment, and management of Power Platform tools (Power BI, Power Automate, and Power Apps), with good awareness of design best practices and optimization techniques.
  • Moderate knowledge of the use, deployment, and management of Azure, Databricks, and Python, with an understanding of statistical analysis concepts for descriptive, diagnostic, predictive, and prescriptive analytics.
  • Familiarity with relevant national and international legislation pertaining to the Government sector, such as the Data Protection Act and GDPR regulations.

Experience

  • Proven experience working within a collaborative Data & Analytics team environment.
  • Hands‑on expertise with MS Power Platform Tooling (Power BI, Power Automate and Power Apps) to deliver solutions.
  • Practical experience leveraging Azure, Databricks, and Python for data engineering, analytics, and automation.
  • Proven ability to deliver the full lifecycle of analytical solutions from planning, development, deployment and maintenance.
  • Extensive experience in designing, developing and implementing advanced analytical solutions, such as predictive models.
  • Exceptional communication skills with the ability to distil complex data and analytics into concise and compelling narratives.
  • Strong experience of engaging stakeholders at all levels to gather, validate and translate business requirements into insight.
  • Experience driving business process optimization through the effective application of data‑driven tools and methodologies.
