Role

To be a key member of the Infrastructure Team providing professional technical support, advice and guidance on maintenance activities and particular projects at key stages of their design and implementation. Ensuring that TfL’s business needs, legislation and Corporate and Group Property & Facilities Standards are complied with and significantly contributing to maintaining the TfL Group Head Office building portfolio in a fit for purpose condition.

Key Accountabilities

  • Provide guidance and assistance to TfL Facilities Operations (Streets & Network Operations) staff in connection with building services and building matters; connected with projects, accommodation moves, maintenance and day to day issues.
  • Provide technical assistance to the Infrastructure Manager for preparation of tender documentation, pre and post tender analysis and technical evaluation of building services maintenance and project tenders.
  • Assist the Infrastructure Manager in the preparation, specification, mobilisation and continual review of delivery and performance of building services contracts; in liaison with the Technical Contracts Manager.
  • Assist the Infrastructure Manager in the preparation of the 10 Year Capital investment programme in relation to building services, review and commission feasibility studies, provide expert analysis and advice and prioritise all activities to ensure GPF assets deliver optimum performance and life expectancy.
  • Ensure all project work is designed and implemented in accordance with relevant GPF Standards, providing technical guidance and clarification at feasibility stage, carrying out life cycle assessments, championing best practice, reviewing design documentation, reviewing construction and supervising the handover procedure to the GPF Premises Team.
  • Continually review best practices and common working procedures associated with the management of building services and systems, and ensure co-ordination within the department and with other TfL departments to ensure their adoption.

Knowledge

  • Demonstrable knowledge and experience of building services legislation.
  • Membership of the Chartered Institute of Building Services Engineers, Institute of Electrical Engineers or the Institute of Mechanical Engineers - possessing or working towards chartered status.
  • Possess a professional qualification in a relevant discipline to either HNC or degree level or equivalent.
  • An understanding and awareness of environmental engineering and sustainable construction together with a highly developed customer focused and business driven approach to service delivery.
  • A sound knowledge of health and safety issues and legislation in the building services and construction environment.

Skills

  • Excellent project management skills including business case preparation, risk assessment, multi-disciplinary project delivery to commissioning.
  • Well developed ability to apply technical solutions in a business driven, customer focussed context within defined budget limits and constraints.

Experience

  • A technical background associated with building services engineering with strong experience in the building services industry including some management experience.
  • Extensive background specialisation in either electrical or mechanical engineering.
  • Experience of managing maintenance or projects in buildings of diverse complexity or a mixed, multi-site building portfolio.
  • Experience of delivering building services projects meeting payback, investment life cycle costing and technical criteria.
  • A technical background in Facilities Management encompassing building services and fabric issues together with a highly developed customer focused and business driven approach to service delivery.

Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4 week period. Hybrid working arrangements can evolve subject to business requirements.
