Location: Southwark, London/Hybrid
Contract Type – TfL Permanent and Fixed Term Contract (FTC’s)/secondment opportunities. Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4‑week period. Hybrid working arrangements can evolve subject to business requirements.
Role Overview: We’re looking for passionate colleagues to step into a brand-new role that sits at the heart of our updated People and Change operating model. This is your chance to make a real impact, supporting business‑led change projects, shaping local people plans, and driving colleague strategy initiatives across TfL. As an Assistant People and Change Partner, you’ll play a key role in delivering our people and change priorities. From HR and ER support to embedding new ways of working, you’ll help us create a consistent, high‑quality service for the business.

- People Business Partnering
- People and Change Implementation
This means you’ll gain broad exposure, build versatile skills, and work alongside colleagues and teams such as Employee Relations, Finance, Legal, and Communications.

Skills:
- Good written and oral communication skills
- Good stakeholder management and negotiation skills
- Ability to deliver high quality data collection, research, analysis and interpretation
- Able to work flexibly and collaboratively across teams as required
- Ability to identify and evaluate options, solve problems and make rational, evidence based decisions
- Ability to plan and deliver individual work packages
- Ability to work under tight time constraints and deliver outputs in a prompt and timely manner
- Ability to assist in diagnosing customer needs
Knowledge:
- Good knowledge of how to communicate complex messages to stakeholders and broader stakeholder engagement techniques
- Knowledge of HR policies, procedures, and processes including basic knowledge of ACAS best practice and employment legislation
- Knowledge of operating model development tools, techniques, and methodologies
- Knowledge of standard change management tools, techniques, and methodologies
- Knowledge of both quantitative and qualitative data analysis techniques and insights generation
- Some knowledge of problem‑solving approaches and techniques
Experience:
- Experience supporting activities aligned to the business wider People & Change agenda e.g. experience delivering people plan actions or supporting the design, delivery and embedding of change
- Experience of maintaining and building relationships with internal stakeholders in a diverse organisation
- Experience presenting data analysis and insights to a range of stakeholders with consideration for different communication styles and approaches
- Some experience in analysing, evaluating and interpreting different information sources (financial and non‑financial, qualitative and quantitative) to a high standard
- Experience working within a larger, complex, and highly unionised environment (Desirable)
