Location: Acton - London/Hybrid

Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.

Job Purpose

The purpose of the Apprenticeship Development Manager (ADM) role is to oversee the end-to-end apprenticeship journey, ensuring apprentices are fully supported to successfully complete their apprenticeship. This includes apprentice induction, progress monitoring against the apprenticeship delivery plans, performance management, placement coordination, reviews and successful roll-off. The ADM role supports the maintaining of ‘employer provider’ status of the apprenticeship unit, including ESFA funding rules, Ofsted requirements, and TfL’s internal quality standards.

Key accountabilities:

  • People leadership responsibilities for apprentices, including those working in operational and safety-critical environments, ensuring performance, development and wellbeing needs are addressed in line with TfL processes.
  • Monitor apprentice progress against agreed apprenticeship delivery plans, using reviews and performance information to identify issues, agree actions within own remit and elevate concerns where required.
  • Plan and coordinate apprentice placements in line with scheme requirements, working with placement managers, trainers and assessors to support completion of on-the-job and off-the-job learning.
  • Development of apprenticeship scheme plans to align with changes in the apprenticeship standards.
  • Work to integrate specialist internal and external training with apprenticeship training and placements.
  • Engaging with placement managers, assessors, trainers and other stakeholders.
  • Work with Early Careers and onboarding teams to support apprentice enrolment and provide induction and ongoing engagement, ensuring information and documentation is accurate and timely.
  • Carry out regular reviews using ILPs, progress reviews and assessment plans, recording outcomes clearly and agreeing practical next steps to support apprentice progress and achievement.
  • Identify individual learning or support needs and implement agreed interventions, including reasonable adjustments where appropriate, to ensure apprentices have equal opportunity to achieve.
  • Maintain effective working relationships with internal and external stakeholders to support consistent delivery of apprenticeship programmes, communicating requirements clearly and resolving delivery issues.
  • Ensure apprenticeship activity is delivered in line with DfE funding rules, Ofsted requirements, awarding body standards and TfL quality processes, completing required records and documentation accurately and on time.
  • Support safeguarding, Prevent and health and safety requirements by promoting expected standards, responding appropriately to concerns and escalating issues in accordance with TfL policies and procedures.
  • Use TfL systems, including SAP R3, HR Functions and other tools effectively to organise work, track progress and support reporting, quality assurance and audit requirements.
  • Contribute, as required, to support procurement of external college providers, to ensure high-quality delivery.

Skills, Knowledge and Experience:

  • Knowledge Level 3 qualification or equivalent professional experience.
  • Training in safeguarding (Level 2 minimum).
  • In-depth knowledge of apprenticeship delivery as an Employer Provider.
  • Strong understanding of DfE funding rules, Ofsted inspection framework and awarding body requirements.
  • Knowledge of safeguarding, PREVENT, equality, diversity and health & safety in a learner environment.
  • Strong commercial acumen with quality standards focus aligned to audit and compliance responsibilities.

Skills:

  • Ability to manage apprentice journeys across multiple stakeholders – influencing placement managers to support apprenticeships within their departments.
  • Ability to coach and develop a diverse team.
  • Ability to assess skills, knowledge and behaviours through various methods, of both apprentices and staff.
  • Able to coach and mentor others effectively, with highly developed observation and feedback skills.
  • Strong quality assurance, organisation and attention to detail.
  • Confident in managing performance, difficult conversations and compliance risk.

Experience:

  • Proven experience managing apprenticeship schemes or learning programmes end to end.
  • Experience of conducting formal reviews and managing employee performance.
  • Experience of working within regulated, audited education or training environments.
