Company Description
UK Government has established UK Industrial Fusion Solutions (UKFE) Ltd, a subsidiary of the Atomic Energy Authority (UKAEA), to deliver fusion energy through the design and delivery of the Spherical Tokamak for Energy Production (STEP) prototype fusion plant. UKFE is building a supply chain and planning & construction of the STEP prototype, aiming for first operations around 2040.
Location & Working Conditions
West Burton, Nottinghamshire. Onsite working expected for 3 days each week.

Responsibilities
- Cost Management & Commercial Control – Provide cost management expertise for low‑complexity contracts, prepare and maintain cost plans, cost breakdowns, forecasts, cash‑flows, earned‑value metrics, triage early warnings, compensation events and claims; manage costs against budgets and governance thresholds.
- Measurement, Valuation & Change Control – Lead measurement and valuation of works, interim payment applications, defined cost/compensation events, variations, changes and claims; ensure contractual compliance, negotiate values, challenge contractor submissions, agree final accounts and support contract close‑out.
- Contract & Procurement Support – Support lead and senior QS with commercial input into procurement strategies, commercial negotiations at tender and post‑contract stages, ensuring contracts align with governance and regulatory requirements.
- Risk, Claims & Dispute Management – Identify, assess, and manage cost and commercial risks; provide dispute avoidance through early intervention and commercial negotiation; support formal dispute resolution when required.
- Reporting, Governance & Assurance – Produce and assure high‑quality cost and commercial data for senior stakeholders, maintain auditable records, support internal & external audits, identify continuous improvement opportunities.
- Stakeholder Management & Leadership – Build trusted relationships within the commercial team and operational stakeholders, represent the organisation in contractor meetings, mentor early‑career colleagues, embody ethical behaviour and organisational values.
- Leadership Mindset – Foster a positive and inclusive team environment, promote diversity, act as a cultural ambassador, make informed decisions, solve problems effectively.
Qualifications
- Essential: Experience in quantity surveying or cost management on construction or infrastructure projects.
- Understanding of standard contract forms (NEC, bespoke contracts).
- Demonstrable expertise in cost forecasting, valuation, change control and final accounts.
- Good analytical, negotiation and stakeholder management skills.
- Professional Requirements (RICS): Degree or equivalent in Quantity Surveying or related discipline.
- Actively working towards Chartered status (MRICS) or already Chartered.
- Competence aligned to RICS pathways: Commercial Management of Construction, Construction Technology and Environmental Services, Contract Practice, Procurement and Tendering, Risk Management.
- Beneficial: Experience in regulated or public‑sector environments; experience supporting or managing junior quantity surveying staff; familiarity with assurance, governance and delegated authority frameworks.
Security & Clearance
Must complete an online Baseline Personnel Security Standard (BPSS) including Disclosure & Barring Service checks. Possible future requirement of SC Clearance; existing clearance can be transferred to UKFE.
