As a Programme Manager - Transition Transformation & Agile Delivery, you will play a key role in delivering programmes that safeguard the UK, support citizens, and enable transformation in secure and highly regulated environments. You will collaborate across Defence and National Security (DNS) customers and partners ensuring delivery excellence, trusted relationships, and agility in every engagement.
Reporting to the Programme Director - Transition Transformation & Agile Delivery, you will contribute to the success of DNS delivery by leading specific transition, transformation, agile, or recovery programmes, providing trusted delivery assurance and governance expertise. You will be part of a high-performing team that operates as a Centre of Excellence for Transition Transformation and Agile delivery - deploying rapidly to support bids, transitions into delivery, changes, and agility during peak transformation periods and recovery work across DNS programmes.
In this role, you will ensure programmes are delivered to time, cost, quality, and customer requirements while embedding Fujitsu principles of responsiveness, collaboration, and customer value. You will establish, manage, and deliver Transition Transformation and Agile-based programmes and projects in line with Defence and National Security governance frameworks, working closely with customers, partners, and internal stakeholders to enable effective, trusted, and successful outcomes.
Key Responsibilities- Programme Delivery & Leadership: Lead the planning and delivery of Transition Transformation and Agile programmes to benchmark standards ensuring alignment with Defence and National Security customer outcomes. Operate as part of the DNS Transition Transformation & Agile Centre of Excellence supporting bids through to delivery and stepping into accounts and portfolios requiring delivery of new priority change programmes/projects or rapid turnaround recovery or uplift. Manage multi-disciplinary delivery teams across direct and matrix structures including partners, subcontractors, and customer-side teams. Apply appropriate Agile and hybrid delivery methods (Scrum, Kanban, SAFe, Waterfall, Agile) and foster a culture of agility, collaboration, and continuous improvement across the delivery community.
- Governance Risk & Assurance: Maintain robust programme governance, integrated planning, clearly documented requirements, RAID management, and benefits tracking in line with the wider Fujitsu DNS delivery governance and assurance frameworks. Collaborate with PMO, Major Programmes, Frameworks, and Accounts teams to ensure DNS governance and assurance frameworks are consistently applied and followed across all engagements. Ensure compliance with Defence and National Security delivery standards including JSPs, export controls, accreditation regimes, JSP440, ISO27001, and GDS frameworks. Provide assurance of in-flight programmes through regular reviews, health checks, and clear escalation where required. Identify, assess, and mitigate programme risks proactively ensuring transparency and accountability at all stages.
- Planning Reporting & Financial Management: Develop and maintain detailed programme/change schedules, resource plans, and financial forecasts. Provide accurate, timely, and transparent reporting to internal leadership and customer stakeholders. Ensure delivery plans are integrated and data-driven enabling early identification of risks, dependencies, and improvement opportunities. Support financial governance and reporting to enable informed decision-making and value-driven outcomes.
- Customer & Partner Engagement: Build trusted relationships and act as a delivery partner to customers, suppliers, and ecosystem partners. Promote collaboration, transparency, and shared accountability to strengthen confidence in programme delivery. Ensure effective communication and engagement across internal and external stakeholders enabling alignment and partnership at all levels.
- Continuous Improvement & Knowledge Sharing: Capture lessons learned and embed them into future transitions and delivery cycles to drive continuous improvement. Contribute to DNS-wide improvement initiatives collaborating with PMO and Major Programmes teams to strengthen overall delivery maturity and performance. Promote innovation, best practice, and feed insights within the T&T and Agile Centre of Excellence community encouraging experimentation, learning, and improvement across all engagements.
- Pre-Sales & Bid Support: Support pre-sales and bid activities by contributing delivery expertise including transition planning, delivery resource and cost modelling, risk assessment and mitigations, programme governance design, and assurance inputs. Provide delivery assurance and programme management insight throughout capture, submission, and transition into delivery ensuring governance and delivery principles are embedded from the outset and aligned with the wider DNS delivery governance and assurance frameworks.
Your transferable skills and experience:
- Significant experience in leading complex Transition & Transformation programmes in Defence, National Security, or other secure/highly regulated environments (e.g. government, aerospace).
- Strong working knowledge of Agile and hybrid delivery frameworks (Scrum, Kanban, Waterfall, iterative delivery in gated environments).
- Demonstrable capability in end-to-end programme management including integrated planning, RAID management, dependency control, and assurance governance.
- Experience working across a range of technology and transformation initiatives.
- Experience operating as part of a Centre of Excellence or multi-programme delivery function providing assurance, governance, or recovery leadership across multiple concurrent initiatives.
- Proven ability to manage multi-disciplinary delivery teams in matrix structures including supplier ecosystems.
- Strong communication and stakeholder engagement skills with the ability to influence and collaborate effectively at senior levels (e.g. CxO, MoD, senior civil service).
- Experience navigating Defence, Security, or Government governance and assurance frameworks (e.g. MOD Defence frameworks, GDS Service Manual, ISO, CAF, NIST, IPA, Gateway Reviews).
- Experience supporting bids with programme management capabilities (e.g. transition planning, cost/resource modelling, governance framework definition, and risk/dependency management).
- Professional certification in MSP, PMI-ACP, PRINCE2 Practitioner, ITIL, and/or other Agile frameworks.
This role requires candidates to be eligible and willing to undergo a high level of security clearance.
