Elysium Healthcare is seeking a detail-driven, confident and highly organised Agency Compliance Officer to join our Procurement team. This is a pivotal role responsible for safeguarding the quality, safety and compliance of our temporary workforce supply chain.

You will conduct external audits of agency suppliers, assess compliance against legislative and regulatory requirements, and ensure that every temporary worker provided to our services meets the highest standards of governance, safety and documentation. This role is ideal for someone who thrives in a high-compliance environment, enjoys autonomy, and has a strong ability to analyse evidence, identify risks, and influence suppliers to improve their processes.

Key Responsibilities

  • Conduct external audits of agency suppliers providing temporary workforce services to a large national care provider.
  • Assess compliance against legislation, regulatory frameworks (CQC, HIW, CIW, Ofsted), internal policies and industry standards.
  • Review operational processes, documentation, controls, evidence and audit trails relating to temporary worker compliance.
  • Identify risks, gaps and vulnerabilities within agency processes and supply chain practices.
  • Produce clear audit reports, documenting findings and providing practical, actionable recommendations.
  • Investigate compliance breaches, establish root causes and track corrective actions through to resolution.
  • Support suppliers with compliance queries and provide guidance to help them meet required standards.
  • Contribute to policy and process development, ensuring documentation remains accurate and fit for purpose.
  • Manage audit activity independently, including planning, travel, decision-making and follow-up actions.

  • Strong understanding of regulatory requirements (CQC, HIW, CIW, Ofsted).
  • Knowledge of Employment Businesses and Employment Agencies.
  • Understanding of temporary workforce compliance and safer recruitment.
  • Strong audit skills: planning, conducting, documenting.
  • Excellent attention to detail and evidence review accuracy.
  • Strong written and verbal communication skills, including report writing.
  • Ability to identify risks, gaps and root causes.

  • Ability to stay overnight when required.
