Continue development, management, and maintenance of proprietary LAMP Electronic Health Record (EHR) database and Enterprise application of high complexity and migrate to OpenEMR. Evaluate and optimize database configuration and access, resolve database performance and capacity issues, and perform database recovery and back-up. Advise on access to multi-tenant subdomain databases and help solve data conflicts and inappropriate usage.
Monitor and maintain server uptime via alarms and notifications 24 hours a day and 7 days a week. Develop and run scripts, test data rollups, and upload HIPAA EDI ANSI X12 270/271 and 835/837 data files to various clearinghouses. Download, test, and reconcile responses from EHR databases.
Ongoing development and integration of multiple phase project to achieve Meaningful Use Certification of LAMP EHR: Perl MySQL conversion to XML routines for FHIR/HL7 EHR CDA/C-CDA consumption and production, including developing, testing, and deploying HAPI FHIR messaging. Develop and collaborate on transition and data migration from LAMP EHR to customized OpenEHR on AWS.
Systems Administrator skills to set up Cpanel/MySQL/Linux role access to development server to allow for contract freelancers to complete assignments without having access to secure proprietary code, chrons, or HIPAA patient health information. Will assume work of primary administrator/programmer to facilitate these changes. Will be responsible for management of additional freelancers as the project requires including hiring and project management.
Will collaborate with server host and monitor to ensure service availability, data security, integrity, and backup resilience. Will provide rapid response to diagnose and resolve any end-user complaint.

Expected work time will be approximately 30-40 hours/week with some +40 hour surge expectations. Around the clock server monitoring. Freelancer will need to document all time and outcomes using HubStaff Tasks and track time through UpWork. Freelancer will be provided additional time for initial learning curve, note taking, code commenting, etc., to get up to speed. Freelancer must demonstrate system expertise within 30 days; and mastery within 90 days. Only applicants with hourly bids will be considered. Agencies need not apply. Freelancer must be available during normal US CDT business hours. Finalists will conduct an UpWork call to demonstrate English fluency with clear articulation. Contract duration of more than 6 months with 40 hours per week.
