I need help resolving a persistent Meta Marketing API error that's blocking ad creation via the API.
The Problem:
When making POST requests to create ads via the Marketing API (/act_id/ads), I receive:
Error Code: 31
"Please authenticate your account"
"We think someone may have tried to access your account without permission. For your protection, you won't be able to create or modify ads until you authenticate your account in Ads Manager."
What's Already Working:
- Token is valid (GET requests work fine - can read campaigns, ad sets, creatives)
- Ad account status is ACTIVE (account_status: 1)
- Business is VERIFIED
- Campaign creation, ad set creation, and creative uploads all work via API
- Only the /ads endpoint is blocked
- Bulk Excel import through Ads Manager UI works fine

- New tokens
- Long-lived tokens
- Graph API Explorer
- Multiple API versions (v21.0, v24.0)
What I Need:
- Clear the error code 31 security flag on my ad account
- Or identify the correct authentication/verification step to resolve it
