Salary range: £60,000 to £75,000 per annum

Location: Any UK FNC office

Working Pattern: We operate a flexible hybrid working pattern at Frazer-Nash, with time split between the office, client sites and working from home.

About the role

Due to continued growth, we are looking for a Senior Consultant to join our Techno-Economic Assessment team, working across strategy, policy, economic appraisal and programme evaluation. This is a client-facing delivery role for someone who can manage complex workstreams, contribute to securing new work, and deliver high-quality outputs for clients. Our work supports major public and private sector organisations to make better decisions about investment, policy and delivery. We combine economic thinking with practical delivery experience, working across the full lifecycle — from strategy and business case development through to programme delivery and evaluation.

As the importance of robust evaluation continues to grow, we bring together appraisal and evaluation — using Green Book approaches to assess value for money upfront, and Magenta Book methods to evaluate real-world impact and generate learning once programmes are underway.

Typical projects include:

  • Programme and project evaluation (aligned to HM Treasury Magenta Book)
  • Cost-benefit analysis and economic modelling
  • Business case development and economic appraisal
  • Policy and strategy development
  • Market analysis and investment decision support

What you’ll be doing:

  1. Programme & project evaluation
    • Supporting the design and delivery of evaluations in line with Magenta Book guidance
    • Developing theories of change, evaluation frameworks and monitoring approaches
    • Contributing to process, impact and value-for-money evaluations
  2. Economic appraisal and analysis
    • Delivering economic impact assessments, cost-benefit analysis and value-for-money assessments
    • Conducting and interpreting quantitative and qualitative analysis
  3. Business case development
    • Developing and compiling Green Book-compliant business cases, including options appraisal, economic analysis and clear, evidence-based recommendations
  4. Strategy and policy advisory
    • Applying structured thinking to complex policy and investment problems
    • Translating analysis into clear, actionable recommendations for clients
  5. Leading delivery
    • Managing workstreams within projects and supporting overall project management
    • Producing high-quality analysis, reports and client deliverables
    • Managing junior team members and supporting their development
  6. Business development support
    • Contributing to proposals and bid development
    • Supporting the development of client relationships and repeat work

Requirements

Essential:

  • Experience in a consultancy or advisory environment
  • Programme and project evaluation, including familiarity with Magenta Book principles
  • Demonstrated experience delivering economic, policy or strategy projects
  • Experience of applying economic appraisal frameworks (e.g. Green Book, Magenta Book, WebTAG or equivalent)
  • Analytical skills, both quantitative and qualitative
  • Business case development and cost-benefit analysis
  • Ability to manage workstreams and deliver to time, quality and budget
  • Effective written and verbal communication skills
  • Degree qualified in related discipline (2:1 or above)

Desirable:

  • Policy development and strategy work
  • Economic modelling (econometrics, financial modelling, demand/supply modelling, or techno-economic analysis)
  • Impact assessment (e.g. GVA, jobs, wider economic impacts)
  • Experience supporting bids or proposals
  • Masters’ degree in related discipline
