Fraser Edwards Recruitment is excited to be working with a major social housing client in London to recruit an experienced Senior Capital Delivery Manager on a two-year fixed-term contract.
This is an exciting opportunity to play a key leadership role in delivering a significant capital investment programme, helping to shape and improve the organisation’s housing stock and deliver lasting benefits for residents.
A key focus of the role will be the management and delivery of large-scale cladding remediation works across high-rise residential blocks, including overseeing complex programmes designed to improve building safety and ensure properties meet the required regulatory and technical standards.
This is a high-profile senior leadership opportunity for an experienced capital works or major projects professional with a strong background in high-rise residential buildings, cladding remediation, building safety and social housing.
Key Responsibilities
- High-Rise Cladding & Remediation
- Lead the delivery of large-scale cladding remediation programmes across high-rise residential blocks.
- Provide strategic and operational oversight of complex cladding replacement and remediation works.
- Manage projects through the full lifecycle, from feasibility, surveys and design through procurement, construction, completion and handover.
- Ensure cladding remediation works are delivered in accordance with relevant building safety legislation, regulations, technical standards and specifications.
- Work closely with technical consultants, fire safety professionals, designers, contractors and internal teams to ensure appropriate remediation solutions are developed and delivered.
- Monitor the quality, progress, cost and safety of cladding works across multiple high-rise buildings.
- Capital Programme Management
- Lead the strategic and operational delivery of a substantial capital investment programme.
- Oversee multiple complex projects and workstreams simultaneously, ensuring programmes remain on track and within approved budgets.
- Manage projects from inception through to completion and final handover.
- Building Safety & Regulatory Compliance
- Ensure all capital works are delivered in accordance with relevant building safety and regulatory requirements.
- Support the client's obligations under the Building Safety Act 2022 and associated regulations.
- Work closely with building safety, compliance, asset management and housing teams to ensure risks are identified and effectively managed.
- Commercial, Procurement & Contract Management
- Lead on programme governance, commercial management and financial control across major capital projects.
- Manage significant capital budgets, ensuring expenditure remains within approved financial parameters.
- Develop and implement appropriate procurement strategies for major works and remediation programmes.
- Oversee the performance of main contractors, specialist cladding contractors, consultants and other professional service providers.
- Monitor contractual performance, programme delivery, costs and quality.
- Leadership & Team Management
- Lead and manage a multidisciplinary capital investment team responsible for delivering complex major works.
- Provide strategic direction to project managers, consultants, contractors and technical specialists.
- Ensure teams are appropriately resourced and supported to deliver programme objectives.
- Resident Engagement & Stakeholder Management
- Ensure residents are appropriately engaged and informed throughout major cladding remediation and capital works programmes.
- Develop and maintain effective communication with residents living within high-rise blocks undergoing major works.
- Ensure residents receive clear information regarding the scope, timing, progress and potential disruption associated with works.
- Work closely with resident engagement, housing and communications teams to manage sensitive issues effectively.
About You
The successful candidate will have significant experience delivering large-scale capital works, major refurbishment or remediation programmes, within social housing, local authority housing or a similar complex residential environment.
Experience of managing high-rise cladding remediation, external wall systems, façade replacement or major building safety programmes is essential.
You will have the leadership, technical and commercial capability to manage complex programmes involving multiple contractors, technical consultants and stakeholder groups.
