As part of our growth, we are integrating the QHSE function to serve the overall operations of Framatome Ltd in the UK and liaise with Framatome Group in this respect. Your primary responsibility is to effectively manage the HSE organisation, primarily in the New Builds Projects team to perform both control and assurance activities required to meet our business needs and overarching ambition in terms of Health & Safety. In particular, you will ensure that the HSE capacities and capabilities are sufficiently developed and matured to deliver value to our customers and mitigate business risks for Framatome Ltd.
The HSE Manager will work closely:
- With the various process owners in the business to ensure that health and safety within the Integrated Management System is maintained, adhered to, developed, and improved to meet our business needs, customers and regulatory requirements.
- With the Head of BL and project managers to ensure that HSE programs are communicated and deployed within New Build Projects and related agreed performance indicators measured and actioned upon when required.
- With the OPEX champions to align and streamline HSE/OPEX programs, initiatives, and tools regarding performance of processes and their analysis.
- With Manufacturing and Site function leads to support and align HSE resources and ensure efficient use of resources while maintaining the degree of independence required by the function.
- With relevant authorities (HSE, ONR, etc.) as required.
- With Group HSE representative to communicate on HSE topics and events, report agreed KPI and align programs and initiatives.
- With Framatome Ltd Head / Deputy of QHSE team to inform of events and performances regarding HSE, adherence to and evolution of regulatory framework in relation to the business.
The HSE Manager will directly:
- Lead the HSE team of New Build Projects to ensure progress on HSE and nuclear safety related actions, programs and initiatives, review KPI.
- Ensure that the HSE teams are effectively supporting operation (preparation and review of RAMS, ITPs, radiological control, etc.).
- Plan and oversee internal audit and supplier audit programs relevant for the business.
- Input into Management Reviews (e.g. Stakeholder analysis, SWOT/R&O analysis, Action Plan).
- Manage effectively through the HSE team, HSE events, including analysis, actions planning to resolve, efficiency monitoring and progress toward Framatome objectives.
- Oversee the closing process of accidents and incidents.
- Support tender activities in relation to HSE.
Required Attributes:
- Working experience and strong knowledge of relevant ISO standards (ISO 14001, 45001, 19443) and working knowledge of IMS systems.
- Lead auditor for ISO 14001, 45001.
- IOSH / NEBOSH safety certificate.
- Experience in Accident / Incident Investigation / Problem solving.
- Experience in highly regulated industries. Experience in the Nuclear industry is highly desirable.
- Understanding of the key attributes of nuclear safety culture.
- Demonstrable field engagement (sites and workshop).
- Experience in Project Management delivery, work at construction site (or relevant challenging environment), manufacturing (including welding).
- Good knowledge of CDM regulation.
- Good knowledge of performance management techniques and/or root cause analysis techniques (FMEA, A-Z, 5 Whys LEAN, Six Sigma).
