Fractile is building the hardware that makes large-scale AI inference practical and affordable. We are a fast-growing AI hardware and semiconductor startup of approximately 90 people, with offices in London and Bristol and an emerging presence in Taiwan. Our technology sits at the intersection of cutting-edge chip design and systems engineering, which means our people operations and compliance needs are anything but ordinary.

We are looking for a capable and detail-oriented People Operations & Compliance Administrator to join our People & Talent team. This is a hands-on, execution-focused role covering four main areas:

  • Day-to-day HR administration
  • Employment contracts and offer letters
  • UK visa sponsorship and immigration administration
  • Export control compliance documentation

The export control piece is what makes this role unusual. Because Fractile's technology is subject to UK and US strategic export regulations, we need someone who understands or can quickly get to grips with the administrative requirements around export control declarations, Technology Control Plans, and deemed export considerations as they relate to our workforce. A background in defence, aerospace, or dual-use technology would be a real advantage here. This is not a policy-setting or strategic role; it sits firmly in the operational and administrative space. You will be the person who makes things happen accurately and on time, who keeps the records straight, and who flags issues to the right people when they arise.

HR Administration

  • Prepare and issue employment contracts, offer letters, and contract amendments, ensuring all documents reflect current terms and are compliant with UK employment law.
  • Maintain accurate employee records in the HRIS, including personal data, right-to-work documentation, and changes to employment terms.
  • Coordinate and track probation reviews, ensuring managers are prompted and outcomes are documented.
  • Process right-to-work checks for all new starters in line with Home Office guidance, and maintain compliant records.
  • Support the administration of employee benefits, payroll inputs, and any changes to compensation or working arrangements.
  • Handle day-to-day HR admin queries from employees and managers, escalating where needed.
  • Help maintain and update HR policy documents, templates, and the employee handbook.

Immigration & Visa Sponsorship

  • Prepare supporting documentation for visa applications and UKVI submissions, including covering letters and evidence packs.
  • Maintain the immigration tracker, monitoring visa expiry dates, reporting obligations, and compliance deadlines.
  • Liaise with candidates, employees, and external immigration solicitors to coordinate visa applications and provide administrative support throughout the process.
  • Flag any sponsor compliance issues or changes to sponsored workers' circumstances to the Head of People & Talent promptly.

Export Control Administration

  • Complete and maintain export control declaration documentation in line with UK (ECJU/OGL) and US (EAR/ITAR) regulatory requirements as they apply to Fractile's workforce and technology.
  • Administer Technology Control Plan (TCP) records, keeping documentation current and audit-ready.
  • Support deemed export screening for new hires and contractors, working from established checklists and procedures under guidance from the Head of People & Talent and Legal.
  • Maintain organised, audit-ready compliance records and assist in preparing for internal or external reviews.
  • Help coordinate export control awareness communications to relevant staff.

What We're Looking For

  • Experience in an HR administration, people ops, or compliance admin role, ideally with exposure to more than one of the areas covered by this role.
  • Familiarity with UK employment law fundamentals as they apply to HR administration: contracts, right-to-work, basic employment rights.
  • Experience working with a UK Skilled Worker sponsor licence, or a willingness to learn quickly; previous SMS experience is a plus.
  • Some exposure to export control compliance administration, or a background (e.g. defence, aerospace, government contracting) where you have encountered UK or US export control requirements.
  • Methodical and accurate, you take pride in getting the details right and keeping records tidy.
  • Discreet and trustworthy, you will be handling sensitive personal and regulatory information as a matter of routine.
  • Comfortable asking questions and flagging uncertainty rather than guessing on compliance matters.
  • Able to manage your own workload and prioritise effectively in a busy team.

Desirable

  • Direct experience completing export control declarations, TCPs, or restricted party screening under UK (ECJU) or US (EAR/ITAR) regimes.
  • Prior work in a defence, aerospace, semiconductor, or dual-use technology environment.
  • CIPD qualification (Level 3 or above) or equivalent HR qualification/Experience.
  • Experience supporting international hiring.
