Responsibilities

  • Coordinates payroll activities to ensure pay data is compiled, processed and reconciled in an accurate and timely manner in accordance with established schedules, company policies and government legislation.
  • Attends to a variety of requests from employees, managers, HR staff and others; explains policies and procedures, investigates and resolves a variety of pay-related enquiries and requests for ad hoc reports and information.
  • Processes all payroll transactions through SAP HR, Payroll, Personnel Admin, Time Management, and CATS modules; identifies routine and/or recurring processing problems/issues and seeks to resolve these in a timely manner.
  • Generates payroll run; prepares files for bank transfers/cheques, journal entries, third party payments.
  • Reconciles GL accounts to ensure accuracy of processed data.
  • Prepares payroll timebank and pay-out calculations for severance, termination, and retirement; performs off-cycle payrolls as required.
  • Prepares records of employment; reports insurable earnings to Services Canada.
  • Collects remits and reports assessable earnings/remittances to WCB as required.
  • Prepares year-to-date information for T4 and T4A slips; reconciles payroll earnings and deductions, makes year-to-date adjustments, loads PA data; and ensures statements are processed and filed within required CRA deadlines.
  • Reviews payroll processes for accuracy and reasonableness and takes initiative to improve upon efficiency of processes; participates in recommendations or suggestions for system enhancements and changes.
  • Maintains proficiency in payroll legislation related to wage/salary, and tax law amendments.
  • Ensures that audit controls and procedures are followed to avoid fraudulent payroll and ensure compliance with legal and governance requirements.
  • Remits government statutory deductions within required timelines to ensure the Company meets legislated remittance deadlines.
  • Calculates, deducts, reconciles and remits amounts ordered to be withheld through garnishment, third party demand, or support deduction orders.
  • Reviews and/or enters timesheets; ensures compliance with collective agreement and company policies and provides quality control for payroll data entry.
  • Provides guidance to others on the appropriate application of the collective agreement and/or other payroll-related policies, procedures and deadlines as required.
  • Performs duties of a minor nature related to the above which do not affect the rating of the job.

Requirements

  • Successful completion of Certificate in Payroll, Business, Finance, or Human Resources or related field from an accredited post-secondary institution.
  • Two (2) years of computerized payroll systems experience in a unionized payroll environment.
  • PCP Designation would be an asset.
  • Current knowledge of government regulations such as Canada Pension Plan, Employment Insurance, income tax, Employment Standards Act and Workers' Compensation.
  • Intermediate knowledge in Excel, Word, and SAP HR module experience or equivalent software.
  • Ability to interpret and apply collective agreement provisions for the purpose of applying payroll processes and procedures and resolving related issues.
  • Ability to analyze information and solve problems.
  • Keyboarding skills at 50 w.p.m, including high-speed calculator skills.
  • Ability to work within demanding work schedules.
  • Effective interpersonal skills to respond to enquiries from both internal and external resources.
  • Ability to communicate effectively both in writing and verbally.
