The Operational Delivery Profession is one of the largest professions in Government. Members make up over half of the Civil Service workforce. The aim of the profession is to deliver exceptional services. The HR Services and Public Facing Services mission within the FCDO is to build on this, by providing high quality, timely support to members of the public and Civil Servants. We do this by acting kindly and working as a team. We lead by example by innovating and embracing change, maximising opportunities for professional development.

You will lead the FCDO’s HR Services team overseeing the delivery of essential HR transactional and advisory support to the FCDO’s Civil Service staff and Partners Across Government (PAG) staff hosted on the FCDO platform. You will also lead our Public Facing Services team and be accountable for the delivery of the UK’s Legalisation Service, which is responsible for legalising official documents issued in the UK for use overseas, as well as the Academic Technology Approvals Scheme which assesses applications from foreign students who want to come and study in the UK in certain technology related fields.

You will be joint programme director responsible for the delivery of the Overseas Cluster of the Shared Services for Government Strategy ensuring the FCDO is able to provide business services to all Civil Servants posted overseas by 2026.

The role is suitable for a high performing Operational Delivery Professional who is able to engage successfully at senior levels, build relationships and influence and think strategically as well as operationally.

The successful candidate will also be a member of the Finance Senior Leadership Team.

Key responsibilities

Leadership

  • This is a stretching leadership role, and you will lead a significant portfolio, motivating and developing a diverse team to deliver an effective and efficient service, with a strong ability to build capability and develop people in a fast paced and challenging environment.
  • Leading HR Services and Public Facing Services, each critical operational delivery teams, creating a strong cultural identity and cohesion, empowering staff, promoting accountability and the autonomy to deliver internal and external objectives.
  • Lead the Operational Delivery Profession within the FCDO, promoting opportunities and collaborating with the central profession’s function to enhance opportunities for FCDO staff and ensure best practice in operational delivery services.

Delivery

  • Implementing robust and kind change management strategies, to deliver efficient digital solutions as we reshape teams in line with the ambition for a streamlined FCDO.
  • Leading and motivating multi-site high-performing teams: managing change well and fostering diversity and inclusion.
  • Applying strong analytical, interpersonal and communication skills to ensure the needs of the Overseas Shared Services Cluster are met through the Shared Services Strategy for Government and functional interoperability programmes.

  • Chartered membership of CIPD or CIPP, holding recognised qualifications in Operational Delivery such as CMI level 5 or an Advanced Diploma in Global Business Services.
  • Ability to demonstrate high level leadership and operational delivery capabilities and experience in a fast paced, global environment, together with an ability to motivate teams, promote resilience and drive an inclusive culture.
  • Highly developed planning and organisational skills in an operational delivery environment, with experience of delivery, managing change in a highly complex organisation and meeting tight deadlines.
  • Ability to think creatively and strategically to solve problems and manage risks.
  • Able to evidence balancing strategic and reactive improvements to outward facing services, using data-driven, measurement-led techniques to inform end-to-end services, embracing new technologies and digital solutions as needed.
  • Adept at quickly building strong stakeholder relationships, using your network to support delivery against your objectives, and having a clear understanding of senior leaders, ministers and service user needs.
  • Financial and data literacy to support identification and mitigation of risk.

Qualifications

Holding recognised qualifications in Operational Delivery such as CMI level 5 or an Advanced Diploma in Global Business Services.

Memberships

Chartered membership of CIPD or CIPP.
