We are looking for an experienced Contract Manager to join our team and lead contract management activities for mid‑to‑scale projects. This is a PMC role and will be based in our Dubai office to support our local projects. This role is critical in developing negotiation strategies, ensuring compliance, and supporting project success through effective resource planning and contract execution.

Key Responsibilities
  • Develop bid/award negotiation strategies in coordination with Project Management and Client teams.
  • Allocate decision‑making authority and responsibilities effectively across the team.
  • Ensure compliance with all statutes, regulations, and contract terms.
  • Lead mid to large‑size projects.
  • Formulate contracting strategies for individual contracts.
  • Perform resource surveys and contract risk assessments, issue reports of findings.
  • Develop Master Documents and support changes in systems, processes, and procedures.
  • Assess resource needs, prepare workforce and indirect estimates, and manage budgets for individual contracts.
  • Contribute to Fluor’s knowledge management portals and communities.
  • Stay updated on Contract Management practices and participate in Fluor Universityâ„¢ for training and career development.
  • Other duties as assigned.
Basic Job Requirements
  • Accredited 4-year degree or global equivalent in a related field.
  • 14 years of relevant experience in a similar role.
  • Strong communication skills with ability to interact with management, clients, vendors, and contractors.
  • Job-related technical knowledge and ability to learn applicable statutes and guidelines.
  • Attention to detail and ability to work effectively under time constraints.
Preferred Qualifications
  • Advanced degree (MBA, Law degree, or global equivalent).
  • 14+ years of experience in contract management, subcontract administration, and procurement for engineering and construction projects.
  • Expertise in negotiating contract terms for services, construction, engineering, and equipment installation.
  • Strong understanding of contracting principles, legal terms, and conditions.
  • Broad knowledge of construction industry and EPFC/CM contract language.
  • Experience with RFP/RFQ processes for heavy industrial projects.
  • Ability to formulate multiple compensation structures (cost reimbursable, lump sum, unit price).
  • Skilled in work change and claims evaluation and negotiation.
  • Experience in creating RFP/Contract packages and project-specific terms and conditions.
  • Excellent communication and collaboration skills.
