Flowtec Group is partnering with a major bank in London to appoint an IT Investment & Governance Analyst to support the internal review and approval of IT system investments and operating expenditure. This is a reviewing-side role: you'll assess the submissions that come in, challenge them where the case is unclear, and drive each one to a decision. Japanese and English are both essential. The client is open to different levels, with the senior level the first preference.
What You'll Be Doing:
- Reviewing and assessing approval submissions for IT system investments and operating expenditure
- Examining the proposal, its justification, costs, schedule, risks and dependencies
- Questioning and challenging project managers where information is unclear or incomplete, and requesting revisions or additional detail
- Checking that every document needed for an approval decision is in place, and following up on outstanding items
- Coordinating with stakeholders, including senior stakeholders and overseas colleagues, to move approvals forward
- Tracking and reporting on progress, outstanding actions and approval status across multiple submissions at once
What You'll Need:
- Fluent Japanese and English, written and spoken. Both are essential
- Hands-on experience in a bank or financial institution reviewing and processing approval submissions for IT system investment or operating expenditure (senior level)
- Experience on the reviewing side, assessing and challenging submissions rather than preparing them as an applicant
- The ability to judge whether a proposal is justified and appropriate, weighing cost, schedule, risk and dependencies
- Confidence challenging project managers, and managing and prioritising several submissions at once
- Strong communication and stakeholder coordination skills
A role one level below, with a narrower scope, is available for candidates with closely related experience, such as IT budget or investment management, internal approval processes, project or portfolio management, PMO, IT vendor or cost management, FP&A or procurement. General PMO experience alone will not meet the senior requirements. Candidates currently living in the UK are preferred, and visa sponsorship is available for the right candidate. Indicative timeframe is around one to one and a half months from first interview to start.
