Identify, assess, monitor, report and advise on all matters of compliance, to support the Board and senior management in carrying out their responsibilities in relation to compliance management and ensure that Flood Re business is conducted in accordance with corporate policies under the appropriate framework of laws, regulations and standards and assist Flood Re in its aim of becoming a world-wide centre of excellence for flood risk.
As an independent part of the second line of defence, the Compliance Manager will monitor conduct risk, general compliance risk including that arising from activities of outsourced service providers and share with the Risk and Internal Audit teams the findings of their activities.
Manage Flood Re’s compliance activities: implement and manage the Compliance framework (including the compliance monitoring activities) and all related policies, processes and tools and provide consultation and advice on compliance matters, to ensure that Flood Re remains compliant. Manage and maintain records, logs, registers and other artefacts that form part of Flood Re’s compliance framework. Make timely, appropriate submissions and reports to the FCA and PRA.
Responsible for compliance training and any associated learning platform and the successful onboarding of new joiners insofar as compliance activities are concerned. Monitor external sources to ensure proactive management of new compliance regulations. Monitor and oversee the policies and procedures of outsourced providers.
Evaluate and review Flood Re’s compliance with standards and regulations and elevate any risks and issues in a timely fashion to ensure they are handled appropriately and in line with regulatory expectations and Flood Re’s own policies and approach to performance management.
Analyse and interpret Flood Re’s compliance strategy and manage development of new compliance policies to drive the implementation of the overall Flood Re strategy. Provide internal Compliance reporting (including on whistleblowing) to demonstrate that Flood Re is meeting its compliance obligations. Develop and maintain management tools to provide MI to demonstrate that Flood Re is fulfilling its statutory responsibilities. Maintain and oversee the incident management process.
Critically review Compliance working practices, recommend, and implement new/improved ways of working in order to contribute to the establishment of a continuous improvement culture across the organisation. Ensure that all Compliance activities are undertaken with a mind to meeting Flood Re’s public accountability obligations.
Knowledge, Skills and Experience
- Completed or studying for a compliance professional qualification (CISI or equivalent), with experience in an operational compliance function.
- Strong understanding of FCA and PRA regulatory requirements (including SMCR) and relevant industry standards.
- Relevant experience within the insurance or wider financial services sector.
- Methodical, diligent and detail-oriented, with strong analytical skills and the ability to interpret information quickly.
- Experience of effective horizon scanning and taking proactive steps to future-proof Flood Re’s compliance framework.
- Proven ability to produce high-quality management information, maintain accurate records and deliver clear reporting.
- Investigative and analytical mindset, able to identify issues, determine root causes and use logical reasoning to resolve complex or ambiguous situations.
- Committed to continuous improvement, consistently enhancing processes, documentation and ways of working.
- Constructively challenges existing practices and seeks opportunities to improve efficiency, reduce risk and optimise performance.
- Highly organised with strong follow-through, delivering high-quality work within agreed timeframes and working effectively both independently and collaboratively.

- Experience in designing, delivering and embedding specialist compliance training and monitoring activities.
