A Bit About Flock
At Flock we do insurance very differently. We’re nearing 1 billion connected, insured miles. Our real‑time, data‑driven approach enables us to price connected vehicle insurance and assess risk better than ever before, giving fleet owners the insights they need to improve safety. We don’t just pay claims; we help our customers prevent them. We now insure hundreds of fleets in the UK, including Amazon, DPD, Uber and Bolt. We’ve raised over Ā£50M and our goal is to become the leading insurance company for connected and autonomous vehicles, and we’re building a world‑class team to help us get there.

THE ROLE
As Flock continues to redefine commercial insurance through real‑time data and AI, attracting and retaining exceptional talent is critical to our success. We are looking for a Talent and Performance Partner who will sit at the heart of this challenge — owning and evolving our hiring strategy in line with Flock’s 1% initiative, while rethinking and building how we define, measure and develop high performance.

WHAT WE THINK IS MOST EXCITING ABOUT THE ROLE
You will strengthen Flock’s employer brand within the insurtech ecosystem, positioning us as a destination for exceptional talent. Partnering closely with the CEO and people managers, you’ll help build high‑performing teams with clarity, accountability and outstanding output, embedding AI‑first and performance‑driven people practices as we scale.

A LITTLE MORE ON WHAT YOU’LL BE DOING

  • Talent Acquisition
    • Lead Flock’s end‑to‑end hiring strategy, ensuring we consistently attract and hire top‑tier talent in line with the top 1% initiative across technical and non‑technical functions.
    • Own the full hiring lifecycle: proactive sourcing, screening, structured assessment, agency management, offer negotiation and onboarding.
    • Deliver tailored hiring strategies across multiple disciplines, including leading complex, hard‑to‑fill and business‑critical searches.
    • Proactively build and maintain pipelines of high‑potential future hires and succession planning.
    • Partner with the CEO, CFO and business leaders on workforce planning, org design and hiring priorities, using data to guide decisions.
    • Continuously improve hiring outcomes, reducing time‑to‑hire and time‑to‑fill, while improving quality‑of‑hire through intelligent assessment design and structured interviewing.
  • Performance & Talent Leadership
    • Design, implement and own Flock’s performance framework, including remuneration, progression, behaviours, calibration and feedback.
    • Partner with ELT and SLT to embed performance rituals and talent reviews that meaningfully improve output quality.
    • Coach and enable managers through workshops and training on hiring, onboarding, feedback, time‑to‑productivity and performance interventions.
    • Identify high performers and future leaders, enabling succession planning, mobility and development.
    • Work closely with the Senior People Partner to ensure performance frameworks, culture and engagement are tightly integrated.
  • Talent Development & Early Careers
    • Design and scale Flock’s Four‑Seasons Internship Programme, selecting and developing exceptional early‑career talent.
    • Improve onboarding through a performance‑first lens, accelerating time to high contribution.
    • Act as Flock’s AI role model for Talent and Performance, identifying opportunities to automate sourcing, screening, communication, reporting and insight generation.
    • Elevate Flock’s employer brand through storytelling, content, events, and candidate experience excellence.
    • Create practical performance documentation and playbooks (onboarding, time‑to‑productivity, promotions).

WHAT YOU’LL BRING TO FLOCK (ESSENTIAL)
5+ years experience in Talent Acquisition in fast‑paced, high‑accountability environments, in large‑scale organisations or start‑ups. Basic understanding of performance and people processes. Proven track record of owning full‑cycle hiring across multiple functions, with a tech bias and ideally some insurance experience too. Strong strategic partner with strong collaboration skills and the ability to work closely with hiring managers to advise, prioritise and execute. Exceptional communicator both in writing and in conversation, able to influence and coach stakeholders of all levels. Data‑driven mindset, able to translate insights into actionable hiring strategies, report outcomes against objectives, and drive execution in line with our ambitious goal of hiring the top 1% talent. Deep network and leverage relationships to shape market perception, open doors to exceptional talent, and strengthen our employer brand presence. Expert at using modern tools (LinkedIn Recruiter, Lever, Metaview and more) and boolean logic to find candidates who aren’t looking. Know what great looks like in terms of talent and hold a high bar – but also pragmatic, fast‑moving, and solutions‑oriented.

NICE TO HAVE, BUT IT’S NOT A DEALBREAKER
Extensive experience extending beyond TA into performance management or talent development. Experience in both agency and in‑house recruitment. Exposure to AI‑enabled recruiting or people analytics tools. Experience shaping employer branding, improving careers pages and understanding recruitment marketing. Strong understanding of DEI practices and ability to embed inclusive principles throughout the hiring process.
