Overview

Are you a detail-oriented leader with a knack for navigating complex contractual landscapes? As a Contracts Manager, you will oversee our project controls program and activities regarding contract and change management for a division. Your expertise in interpreting contract language will ensure our project teams operate smoothly and efficiently within the parameters of contract specifications.

The Hampton Roads Connector Partners JV (HRCP), consisting of Flatiron, Dragados USA, and VINCI, has been selected to construct the $3.3BN Design Build project—the largest civil construction contract ever awarded by the Virginia Department of Transportation (VDOT). The project scope across a 9-mile section of I-64 includes a new 3.5-mile bridge-tunnel crossing, replacement of marine approach bridges, and additional lanes, with twin TBM-bored tunnels creating the second largest TBM tunnel opening in North America.

What you will be doing

  • Interpret contract language to understand risks, rights, and responsibilities, guiding project teams to manage in accordance with these clauses to limit company exposure.
  • Review and analyze contract management records to provide technical advice or project control guidance.
  • Oversee project change and claim reporting, providing reports to the Project Controls Director.
  • Support change and claim preparation for projects within the division.
  • Assist in preparing for disputes resolution hearings and other alternative resolution meetings.
  • Support integration of company systems to track, monitor, and control costs or schedules and claim resolutions.
  • Ensure proper training and utilization of approved systems for project document control and reporting.
  • Perform regular project reviews, monitoring risks and change management against KPIs.
  • Coordinate with project teams and the Project Controls Director on change order and claim resolution efforts.
  • Prepare action plans for resolving unsecured revenue and claims.
  • Review under-billing to determine resolution measures.
  • Work closely with division and district staff to identify, monitor, and resolve claims and change issues.
  • Coordinate and assist outside counsel and third-party consultants as needed for claims and change resolutions.

What we are looking for

  • Bachelor\’s degree in engineering or related field.
  • 15+ years\’ experience in construction engineering, project management, or project controls.
  • Experience with complex scheduling, cost control, claims/change preparation, and dispute resolution.
  • Knowledge of construction contract agreements and change order processes.
  • Knowledge of claims pricing methodologies and accounting principles.
  • Proven leadership and influential skills, capable of effective communication at all levels.
  • Ability to identify contract specifications that delegate risk and implement mitigation measures.
  • Strong delegation and communication skills, with the ability to develop and articulate company-wide programs.
