Technical Manager – Competent Person Scheme

Our client
The NFRC Competent Person Scheme (‘NFRC CPS’) is the only roofing specific scheme that allows roofers in England and Wales to self-certify their roof refurbishment work. (https://nfrccps.com/). Alongside the CP Scheme, NFRC CPS provide inspection services to the NFRC’s trade body and its stakeholders.

The role
Our client is seeking a proactive, strategic leader to take on the challenge of managing and improving their inspection function.
This is a broad and forward-looking role, ideally suited to someone with strong people management experience and solid technical understanding, particularly in relation to building standards and compliance regulations. You will lead and develop a team of self-employed inspectors working across seven UK regions, bringing structure, consistency, and a high level of service to the function.
As key support to the Managing Director, you will also have real scope to shape and improve the inspection provision. This includes ensuring full operational compliance across the business, covering policies, UKAS accreditation (ISO/IEC 17065:2012), DCLG (MHCLG) Conditions of Authorisation, Trustmark and internal scheme requirements.
As the primary technical decision-maker, you’ll be responsible for all evaluation-related judgements, while designing and embedding robust compliance procedures. You will ensure these are clearly communicated and effectively followed, both internally and externally.
Success in this role will require the ability to assess current performance, identify areas for improvement, and implement practical, high-impact solutions, alongside assessing the risk of not putting such measures in place. Just as important will be your ability to coach, guide and develop others, planning out structured training and support for the inspection team.
In this role, you will have the autonomy to make decisions, lead change, and contribute to improving the function at a national level.
Key details:
- Contract: Full-time, permanent
- Location: Hybrid – home-based blended with working from offices in central London (1-2 days a month) and regular travel across the UK
- Salary: ca £60,000 + benefits

As Technical Manager, you will:
- Provide final authorisation of surveillance activity for new and existing registered contractors (site and office inspection reports)
- Review high value work specifications, actioning surveillance activity requirements and authorisation of inspection reports
- Manage non-compliance rectification activity through to resolution, issuing surveillance activity requirements and providing authorisation of inspection reports
- Manage and record programme of competency assessments of inspectors during site/office inspections, implementing CPD and training where required
- Manage communication of technical updates, legislative and regulatory changes to inspection team and registered contractors
- Organise and represent NFRC CPS at Registered Contractor forums and other external events
- Ensure compliance to ISO/IEC 17065:2012 in the delivery of Scheme requirements
What we’re looking for:
- Broad understanding of pitched, flat and metal roofing disciplines (technical standards)
- In depth knowledge of building regulations, related legislation and compliance with the Building Safety Act
- Broad understanding of ISO17065:2012 and DCLG (MHCLG) Conditions of Authorisation. If not ISO-trained, you’ll be supported to upskill.
- Minimum 5 years demonstratable experience in a technical management position
- Strong communication skills and ability to explain technical details clearly
- Experience with project management, strategic planning and risk management
- Extensive industry knowledge with an eye towards the future.
- Proven understanding and experience as primary decision maker for evaluation of technical assessment activities
- Level 3 Leadership and management qualification and/or demonstratable experience leading and managing teams and process
- Ability to plan and manage complex activity schedules
- Ideally, proven understanding and knowledge of internal audit competency (ISO9001 Lead Auditor or equivalent)
