Powys County Council is seeking an experienced Health and Safety Adviser to provide occupational health and safety support, advice and guidance across council service areas. The role will involve developing policies, procedures and guidance, carrying out audits and inspections, investigating accidents and incidents, producing reports, delivering health and safety training and advising Corporate Directors, Heads of Service and Service Area Managers.

The successful candidate must have strong health and safety advisory experience, excellent knowledge of health and safety legislation, and the ability to influence managers and decision-makers across a local authority environment.

Key Responsibilities
  • Provide occupational health and safety advice, support and guidance to council service areas
  • Monitor service performance against council policy and statutory H&S requirements
  • Develop health and safety policies, procedures and guidance
  • Support service managers in developing strategic H&S systems
  • Advise Corporate Directors, Heads of Service and Service Area Managers
  • Promote and maintain a positive health and safety culture
  • Carry out health and safety audits and inspections
  • Provide written recommendations and practical solutions to managers
  • Investigate and report on accidents and incidents
  • Produce reports to monitor accident and incident trends
  • Assist with the development, coordination and delivery of H&S training
  • Attend internal and external health and safety liaison meetings
  • Monitor that senior managers are discharging their health and safety responsibilities
  • Support maintenance of the corporate health and safety intranet site
  • Liaise with external bodies including HSE, Fire Service and Welsh Government
  • Keep up to date with legislation and maintain CPD
  • Work with Occupational Health and HR colleagues on workforce wellbeing
  • Stop council activity where there is serious and imminent H&S risk
Essential Experience & Skills
  • Experience working in a health and safety environment
  • Experience providing professional health and safety advice
  • Strong knowledge of health and safety legislation
  • Knowledge of health and safety issues and implications for local authorities
  • Ability to develop and implement H&S policies and procedures
  • Ability to carry out audits, inspections and incident investigations
  • Ability to communicate and influence effectively at all levels
  • Good presentation and training skills
  • Good verbal and written communication skills
  • Good ICT skills
  • Self-motivated with ability to prioritise workload and meet deadlines
  • Ability to build professional relationships with managers and decision-makers
  • Understanding of how health and safety affects a local authority environment
  • Possession of a current valid driving licence
Essential Qualifications
  • NEBOSH Diploma in Occupational Health and Safety or equivalent
  • Member of IOSH
  • Current valid driving licence
Desirable
  • Chartered Member of IOSH
  • Experience developing and delivering health and safety training programmes
  • Welsh language skills
  • Experience or knowledge of working in a Social Services environment

This role requires an Enhanced DBS check. Interviews will be held online, or in person if requested by the candidate. The interview will be one stage, lasting no longer than 1 hour, and will be conducted by the H&S Manager and an Officer assigned to the service area. The position will be within a Social Services environment, so any relevant knowledge, experience or examples from this setting will be helpful at interview stage.
